기계경비지도사 제도의 발전과제 : 일본 기계경비업무관리자와의 비교를 통한 제언 (Challenges ahead for the Advancement of the Electronic Security Guidance Provider System : Recommendation through the Comparison with the Japan's Electronic Security Administrator)

초록

한국에서는 1995년 경비업법 개정을 통해 경비원의 자질향상을 도모하기 위하여 경비원의 지도․감독 및 교육을 전담하는 경비지도사제도가 신설되었으며, 현재 경비지도사는 4,000여명이 선임되어 전국에서 활동하고 있다. 한국의 기계경비지도사는 기계경비업무에 종사하는 경비원을 지도ㆍ감독 및 교육하는 경비지도사를 말하며, 일본의 기계경비업무관리자는 기지국마다 경비업무용 기계 장치의 운용을 감독하고, 경비원에 대한 지령 업무를 통제하며, 그 밖에 기계경비업무를 관리하는 업무를 수행하는 자를 말한다. 이 연구에서는 한국 기계경비지도사와 일본 기계경비업무관리자와의 비교연구를 통해 한국 기계경비지도사 제도의 발전과제를 논의하고 제언하고자 하였다.
한․일 비교를 통한 기계경비지도사 제도의 현실적 발전과제는 다음과 같다. 첫째, 기계경비지도사 직무의 구체화가 필요하며 이에 대한 법조문의 일부개정이 필요하다. 둘째, 선임․배치 등에 관한 규정과 관련하여 해당 기계경비업체에 전담하여 선임․배치하는 제도와, 직무에 대한 경력을 가진 기계경비지도사의 선임․배치가 필요하다. 셋째, 기계경비지도사의 결격사유 강화가 필요하다. 넷째, 기계경비지도사 자격의 취득방법 및 시험제도의 개선이 필요하다. 다섯째, 교육 및 강습과 관련하여 선임․배치된 기계경비지도사에 대한 재교육과 기계경비지도사교육기관의 확대가 필요하다.
장기적이고 거시적 관점에서 기계경비지도사제도의 발전과제로는 한국경비지도사협회의 역량과 역할 확대, 경비지도사의 역량 강화(실무능력 함양), 경찰청의 기계경비관련 감독명령의 준수, 경비지도사에 대한 대우 현실화가 필요하다.

영어초록

In Korea, security guidance provider system that is in charge of guiding, supervising and educating security guard for the increased quality of the security guards through the Private Security Industry Act revised in 1995. Presently, 4,000 security instructors were appointed, and they are active in the nation. The electronic security guidance provider in Korea refers to the security guidance provider that instructs, supervises and educates the security guards that are working in the electronic security work. Japan's Electronic Security administrator supervises the operation of the machinery for security work for each base station. And this refers to the party who hands down command to the security guard and that manages other Electronic Security work. In this study, Korea's Electronic Security guidance provider and Japan's Electronic Security administrator are compared for the study to present and to recommend the initiatives needed for the advancement of the Electronic Security guidance provider system of Korea.
The initiatives for the realistic advancement of the Electronic Security guidance provider system based on the comparison of Korea and Japan are as follows. First, it is necessary to detail out the jobs of the Electronic Security guidance provider and some legal provisions may need to be revised. Second, it is necessary for the applicable Electronic Security companies to be in charge of regulation pertaining to the appointment and placement, in order to appoint and place the Electronic Security guidance provider with the experience of the relevant job. Third, reinforcement of the reasons for being disqualified when it comes to the electronic Security guidance provider is needed. Fourth, Electronic Security guidance provider qualification and testing system need improvement. Fifth, re-education of the Electronic Security guidance provider, appointed and placed in relation to the education and lectures and expansion of the educational institution for Electronic Security guidance provider are needed.
The long term and macroscopic initiatives required for the advancement of the Electronic Security guidance provider system include increased capability and role of the Korea Security Instructor Association, increased capability of security instructors(practical ability), compliance to the National Police Agency's Electronic Security related instructions and development of realistic treatment for security instructors.
