경항공모함의 국가안보전략 및 국가경제에 미치는 파급효과 (National Security Strategy of Light Aircraft Carrier and Its Impact on the National Economy)

초록

경항공모함 건설은 현존하는 위협과 미래 불특정 위협에 대비하고 해양주권과 제해권을 확보하며 해양생존권 사수, 해양분쟁 억제, 해양에서의 재난재해에 대처한다는 점을 고려해볼 때 안보전략적 관점에서 필수적인 사안이다. 따라서 군사 대전략 차원, 한·미연합전력의 극대화, 전시 작전통제권 전환 등에 있어서 경항공모함의 역할과 기능에 대한 전략적 대안을 구체화해야 한다. 본 연구는 이러한 관점에서 동북아 지역에서의 해양전력 및 항모건조의 당위성을 분석하고 국가경제에 미치는 파급효과에 대해 살펴본다.
특히 논리적 객관성과 근거자료를 바탕으로 항모건조의 당위성을 제시하고 비용 대 효과 면을 고려하여 국가전략자산으로서 경항모 건조사업을 논의한다. 경항모 확보의 의미는 첫째, 항모전단은 호위 전투함, 수직이·착륙 전투기, 상륙헬기, 잠수함 등 합동전력으로 국익을 수호하는데 기여한다. 둘째, 국가경제에 기여하는 바가 지대하고 방산생태환경의 선순환적 조성에 이바지하는 바가 크다. 셋째, 비용 대 효과 면에서 경항모와 호위 전력의 확보와 운용에 드는 비용 충당이 장기적으로 확정된 국방재원 내에서 가능하다. 넷째, 경항모는 대한민국의 국력 및 군사력의 상징이고 비군사적 차원의 국제협력은 물론 세계 어디에서든 국익 수호와 국민 보호가 가능하다.
또한 국가경제 파급효과를 보면 산학연 기술역량 강화에 기여하고 함정성능 관련 국방과학기술력 증진, 산업 제 분야의 생산 및 부가가치 유발, 일자리 창출 등 그 효과가 지대하다. 본 연구는 결론에서 경항모 확보의 의미를 제시하고 해상에서의 항공작전 수행을 위한 다차원적인 고려 요소들이 향후 과제로 남아 있다는 점을 피력한다. 향후 과제는 국가안보 확립의 중차대한 미래 청사진과 비전을 실행하는데 있어서 국민적 공감대 형성은 필수적이고 국내외적인 협력을 통해 경항모 건설사업을 슬기롭고 지혜롭게 추진해나가는 것이다

영어초록

The construction of light aircraft carriers is essential from a security strategic point of view, considering that it prepares for existing and future unspecified threats, secures maritime sovereignty and maritime sovereignty, curbs marine disputes, and deals with disasters at sea. Therefore, strategic alternatives to the role and function of light aircraft carriers should be specified in terms of military strategy, maximization of South Korea-U.S. combined forces, and conversion of wartime operational control. This inquiry analyzes the justification of maritime power and aircraft construction in Northeast Asia from this perspective and examines the ripple effects on the national economy.
In particular, based on the logical objectivity and evidence, the justification of aircraft carrier construction is presented and the project to build a light aircraft carrier as a national strategic asset is discussed in consideration of cost-effectiveness. First of all, the aircraft carrier fleet contributes to protecting the national interest with joint forces such as escort warships, vertical and landing fighter jets, landing helicopters and submarines. Second, it contributes in a great deal to the national economy and virtuous cycle of the defense environment. Third, in terms of cost-to-effectiveness, it is possible within the long-term fixed defense resources to secure and operate light aircraft carriers and escort forces. Fourth, the light aircraft carrier is a symbol of South Korea's national and military power, and it can protect national interests and protect the people anywhere in the world as well as international cooperation at a non-military level.
In addition, the ripple effect of the national economy contributes to strengthening the technological capabilities of industrial-academic research, enhancing defense science and technology capabilities related to trap performance, inducing production and added value in industrial sectors, and creating jobs. This study presents the meaning of acquiring the light aircraft carrier in its conclusions and states that multi-dimensional considerations for the performance of aviation operations at sea remain a challenge in the future. The future task is to develop a national consensus in implementing the crucial future blueprint and vision of establishing national security, and to carry out the construction project wisely through domestic and international cooperation.
