‘지식경제시대’ 북한의 국가혁신체제 구축에 관한 연구 (A Study on the Construction of D.P.R.K.’s National Innovation System in the ‘Era of Knowledge Economy’)

초록

본 연구는 ‘지식경제시대’ 인식 이후 북한의 과학기술과 인접 분야에서 전개되고 있는 복합적인 정책 기조 변화의 원인을 파악하고, 분석틀로서 국가혁신체제(National Innovation System: NIS)론적 접근을 제시하여 ‘지식경제시대’ 북한의 국가혁신체제 구축 기조와 특징을 파악하는 데 목적이 있다.
연구결과, ‘지식경제시대’ 이행에 따라 북한의 자립적 민족경제건설을 위한 생산요소들의 내용이 모두 변화하였다. 마르크스주의의 생산력 3요소에 해당되는 북한의 자립적 민족경제건설노선에서의 자체의 간부, 자체의 자원, 자체의 기술은 기계제산업시대에서 지식경제시대로 이행하면서 각각 육체노동이 지능노동으로, 물적 자원이 지식 자원으로, 기계기술이 첨단기술로 중심점이 바뀌었다. 따라서 이러한 하부구조의 내용 변화가 상부구조의 변화를 야기하는 동시에 북한이 주체사상의 영향하에 인간의 능동성을 통해 변화된 시대에 적합한 하부구조를 더욱 빠르게 구축하고자 하면서 북한의 교육, 과학기술, 경제관리부문의 광범한 정책들에서 급속한 기조 변화가 나타나게 되었다. 다음으로, ‘지식경제시대’ 북한의 국가혁신체제 구축 기조는 조선노동당 제7차 대회의 ‘사회주의강국 건설’ 구상을 통해 구체적으로 드러났으며, 그 특징은 1) 국가과학기술 연구개발체계의 분담으로 인해 산학연 혁신주체 간 복잡성이 증대되었고, 2) 「과학기술법」 전면 개정, ‘우리 식 경제관리방법’ 시행과 「기업소법」 개정 등 혁신친화적인 법제적 기반을 선제적으로 마련하였으며, 3) 국제적인 대북 제재, 코로나-19 변수 등으로 인해 폐쇄적인 국가혁신체제하에서 자립적 혁신을 추구하고 있는 점이 두드러지게 나타났다.
북한의 국가혁신체제 구축은 시대적 변화 인식에 따른 결과이므로 향후에도 북한은 제7차 당대회에서 제시한 기조에 따라 관련 정책들을 추진할 것으로 예상된다. 또한, 대외적인 개방여부가 자립노선의 포기여부와 동일시될 수 없다는 점에서 대북 제재가 완화･해제되어 외부와의 교류가 활성화되더라도 북한의 국가혁신체제는 지식경제형 자립노선을 강화하는 방향으로 혁신 활동을 지속해 나갈 것으로 전망된다.

영어초록

The purpose of this study was to understand the complex causes of the policy-stance changes occurring in D.P.R.K.’s science & technology and their adjacent areas since their perception of the ‘Era of Knowledge Economy’ and thereupon, suggest the National Innovation System(NIS) approach as a framework of analysis to grasp the stance and characteristics of their national innovation system in the ‘Era of Knowledge Economy’.
The results of this study can be summed up as follows; As the ‘Era of Knowledge Economy’ progresses, the contents of the production factors for D.P.R.K.’s ‘Line of Construction of the Self-reliant National Economy’ have changed all. D.P.R.K.’s own staff, resources and technology of their Line for the Self-reliant National Economy, each corresponding to the three production factors of Marxism, have all changed. In other words, as the era of machine industry progresses to that of the knowledge economy, the labor of the own technology has changed to intellectual labor, and the material resources to knowledge ones, and the machine technology has changed to the advanced one. Thus, the changes of the contents of such sub-structures have facilitated those of the super-structure, and at the same time, their Juche(self-reliant) ideology would facilitate a more rapid construction of a sub-structure adequate to the era changed by the human activity, causing rapid changes widely in the fields of education, science & technology, and economic management.
Next, the stances for the construction of D.P.R.K.’s national innovation system in the Era of Knowledge Economy have been revealed specifically through the initiative ‘Construction of a Socialist Powerhouse’ declared at the 7th Party Congress, and their characteristics are 1) the complexity has been more apparent among the innovation subjects or industry, academic circle and research groups due to the division of the nation’s science & technology development system, 2) such innovation-friendly legal bases as comprehensive amendment of ‘Science & Technology Act’, institution of ‘Our Own Style Economic Management Guidelines’, and amendment of ‘Enterprise Act’ have been arranged pre-emptively. 3) As a self-reliant pursuit of innovation has been apparent under the close national innovation system due to the international sanctions and COVID-19.
Since the construction of D.P.R.K.’s national innovation system results from their changed perception of the historical changes, they are expected to pursue their policies according to the stance of the 7th Party Congress. Moreover, as their door-opening may not well be identified with their abandonment of the self-reliant line, they would be expected to reinforce their knowledge economic self-reliant line even if the sanctions on them should be mitigated to help them facilitate their external exchanges.
