경비지도사제도 성과분석: 자격취득 및 선임, 연구 성과 (Analyses on the Performance of Security Instructor System:Acquisition of Qualification, Appointment, and Results of Studies)

초록

경비지도사는 경비원의 지도와 감독, 그리고 교육하는 사람이다. 민간경비산업의 질적인 성장을 위한 주요한 요소의 하나로써 경호학과, 경찰학과 및 관련 학계에서 주요 연구대상이 되고 있다.
이 연구에서는 경비지도사제도의 성과를 분석하고자 했다. 성과분석을 통해 그 속에 담겨 있는 의미를 찾아보고 향후 경비지도사 관련 정책과 연구의 방향을 위한 시사점 제공을 연구의 목적으로 하였다.
1995년 12월 개정(1996년 7월 시행)된 용역경비업법(현, 경비업법)은 “경비원에 대한 지도·감독 및 교육을 전담”할 수 있도록 경비지도사제도를 신설하는 것을 골자로 하고 있다. 경비업법령에 근거를 두고 있는 경비지도사 자격시험은 경찰청장이 한국산업인력공단에 위탁하여 시행되고 있으며, 국가전문자격으로 관리되고 있다. 1997년 2월 제1회 시험이 시행된 이후 2018년 11월까지 20회에 걸쳐 자격시험 시행, 22,603명의 합격자 배출, 19,980명의 자격증 취득자 배출이라는 성과를 보이고 있다. 자격취득 후 현장에 선임·배치되어 고유의 직무를 수행하고 있는 경비지도사는 2018년 기준 5,631명에 달하고 있다.
경비원 및 경비업의 질적 성장과 발전을 위해서는 교육훈련의 강화가 필수 조건이다. 그러한 이유로 경비원에 대한 교육훈련, 그리고 교육훈련의 주체인 경비지도사에 대한 꾸준한 연구가 이루어져 오고 있는 것이다. 실제적으로 경비원을 지도·감독·교육을 전담하기 위해 마련된 경비지도사는 경비원에 대해 매월 4시간(일반경비원) 내지 6시간(특수경비원)의 직무교육을 실시하는 교육성과를 내고 있다.
경비지도사 연구 성과분석을 위해서 한국연구재단의 KCI자료와 한국교육학술정보원의 RISS자료를 활용하였다. 연구결과 논문명에 ‘경비지도사’가 포함된 직접 연구 성과는 총 23건으로 2000년부터 현재까지 꾸준한 연구가 발표되고 있다. 논문이 게재된 학술지는 14개로 한국공안행정학회보, 한국민간경비학회보, 한국치안행정논집 등이었다.

Security instructor is a person who provides guidance, supervision and education to security guards. Security instructor has been major subject of research in the Department of Security Administration, Department of Police and Security, and related academic circles as one of the major elements for qualitative growth of private security industry.
This study was intended to analyze the performance of security instructor system. The purpose of this study was to explore the significance of security instructor system based on analysis of performance and present the implications for future policies and course of studies related to security instructor.
The Security Service Act(currently, Security Services Industry Act), which was amended in December 1995(which came into force in July 1996), placed primary focus on the establishment of security instructor system which would allow the security instructors to provide guidance, supervision and education to security guards. The security instructor qualification examination, which is based on the Security Services Industry Act, has been entrusted by the Commissioner General to the Human Resources Development Service of Korea and is managed for national professional qualification. A total of 20 security instructor qualification examinations have been conducted until November 2018 with 22,603 successful applicants and 19,980 winners of certificate since the first examination took place in February 1997. And there are 5,631 security instructors, as of 2018, who have been appointed and assigned to the sites, carrying out their unique duties, since their acquisition of certificate.
It is essential to strength the education and training in order to ensure qualitative growth and development of security guards and security business. For that reason, studies have been conducted steadily on the education and training of security guards and on the security instructors who are the providers of the education and training. In fact, security instructors, deployed to provide guidance, supervision and education to security guards, have shown the education performance to an extent that they implement 4 hours(for general security guards) to 6 hours(for special security guards) of job training per month.
To analyze the performance of the study on security instructors, we used the KCI(Korea Citation Index) material from National Research Foundation of Korea and RISS(Research Information Sharing Service) material from Korea Education and Research Information Service. The results of this study showed that a total of 23 studies included the thesis title ‘security instructor’ and that such studies have been published steadily to date since 2000. A total of 14 academic journals carried the theses related to security instructor, including the Journal of Korean Association of Public Safety and Criminal Justice, Journal of the Korean Society of Private Security, and Journal of Korean Public Police and Security Studies.
