경기도 공공디자인 진흥계획 실행을 위한 전략구축 적용 연구 (A Study on Application of Strategies Establishment to Implement Promotion Plans of Public Design in Gyeonggi-do)

초록

(연구배경 및 목적) 사회 변화에 따라 공공디자인의 역할도 변화하여 디자인을 통한 지역의 가치 향상과 편의 증진이라는 본연의 역할 뿐 아니라 범죄예방과 사회 갈등 해소 등의 사회적 문제해결의 도구로 확대되어 중요성이 크게 대두되고 있다. 본 연구는 공공디자인 정책과 사업진행에서의 협력 체제를 구축하기 위하여 경기도 내 시.군에서 수립하는‘지역 공공디자인 진흥계획’전략구축의 내용을 알아보고 상위 진흥계획과의 연계성을 분석하여 분산을 방지하고, 공유할 수 있는 비젼과 전략을 수립할 수 있도록 기본적 구성 체제를 도출하는데 목적을 두고 있다. (연구방법) 공간적 범위는 경기도내 진흥계획이 수립된 김포시, 부천시, 양주시, 파주시, 하남시 5개시를 대상으로 하며, 내용적 범위는 경기도의 공공디자인 진흥계획의 내용을 기본으로 하여 수립된 5개시의 진흥계획 내용 중 사업 추진 전략 방안과 도출된 사업을 대상으로 기준틀에 의거 분석한다. 연구 방법으로는 대상 시의 공공디자인 위원회 활동을 통하여 직접적인 참여와 심의. 자문을 통하여 도출된 진흥계획 결과물을 구축된 기준틀에 의하여 분석한다. (결과) 연구 대상 시의 공공디자인 진흥계획을 조사 분석한 결과, 계획의 비젼과 목표는 상위계획 연계성을 지니며 구축하였고 추진전략으로 도출한 사업은 각 시별 특성을 고려한 독립성을 유지하였다고 판단된다. 추진 전략에 따라 도출된 실행 계획의 진행을 위하여 5개시 모두 공공디자인 위원회를 구성하여 진행하고 있으며, 도출된 진흥 사업은 지역 특성과 현황을 파악하여 계획되었고 추진단계를 고려한 시범사업이나 전략사업이 우선적으로 제시되었다. 도출사업의 성공적인 진행을 위하여서는 행정 네트워크 형성과 주민 참여 방안을 제시하고 있으며, 진흥계획에 따른 각 시의 공공디자인 선정 기준에 의거하여 가이드라인으로 구체화하고 있다. (결론) 본 연구는 공공디자인 진흥계획의 전략 추진계획과 도출 사업에 대한 내용 분석으로 경기도 내 공공디자인 통합적 이미지 구축을 이루고, 추후 실행을 위한 세부계획 공공디자인 가이드라인 내용에 대한 연구를 진행함으로써 구체화하여 공공디자인 문화 정착과 도시 사회문제 해결에 이르는 공공디자인 진흥계획의 성과로 삶의 질 향상에 기여하고자 한다. 이는 지속적으로 진행하고 있는 경기도 내 공공디자인 진흥계획 수립과 공공디자인 사업 발굴 진행 등에 기초 자료가 되고, 도 단위로는 통합적 이미지를 구축하면서 각 시.군의 특성을 고려한 독립성을 유지하는데 활용될 것을 기대한다.

영어초록

(Research Background) The role of public design alters with the changes in society. The importance of public design has come to the fore in playing not only the original role in value improvement and convenience enhancement of regions through design, but also the expanded instrumental role to solve social problems such as crime prevention and to facilitate the resolution of social conflicts. This study examined the outline of strategies for “Implementation Promotion Plans of Regional Public Design” established by Gyeonggi-do, to construct a cooperative system in public design policies and project execution. Furthermore, it aimed to draw a basic composition system to establish visions and strategies to prevent dispersion, by analyzing its connectivity with higher promotion plans. (Method) In terms of research area, this study covered the following five cities of Gyeonggi-do where the promotion plans had been established: Gimpo City, Bucheon City, Yangju City, Paju City, and Hanam City. In terms of research content, an analysis was conducted considering the standard frame oriented toward strategic plans of project promotion and deduced projects out of promotion plans of five cities established based on the promotion plans of Gyeonggi-do public design. As for the research method, according to the established standard frame, this study analyzed public design promotion plan results of the five cities. (Results) The results of analysis of promotion plans of the cities’ public design indicated that the visions and goals of the plans were established in connection with higher plans, while the projects deduced by promotion strategies maintained independence considering unique features of each city. To carry out implementation plans deduced by promotion strategies, five cities formed respective Committees of Public Design. The deduced promotion projects were planned based on the identification of regional features and status. (Conclusion) This study represents an analysis of strategic promotion plans and deduced projects regarding promotion plans of public design, and it was carried out to establish integrated images of public design in Gyeonggi-do and prevent dispersion keeping a cooperative system. It is expected that this study will serve as a basic material for establishing promotion plans of public design in Gyeonggi-do and discovering public design projects that are under constant execution. Furthermore, this study helps to maintain independence considering features of each city and Gun, while simultaneously establishing integrated images of Gyeonggi-do.
