경기도 산업구조의 특성에 대한 동태적 변이・할당 분석 (Dynamic Shift-Share Analysis on the Characteristics of Industrial Structure in Gyeong-gi Province)

초록

경기도는 여타 광역자치단체와는 달리 지속적으로 인구가 유입되고 있는 지역이다. 높은 인 구 유입률과 산업생산 증대를 바탕으로 GRDP와 종사자 수 측면에서도 전국적으로 지역 경쟁력이 우수 한 지역이다. 경기도는 산업의 총생산액과 종사자 수 측면에서 전국적으로 경쟁력이 우수한 지역이지만, 세부적으로 어떤 산업이 증가 효과를 보이며 지역산업의 성장에 긍정적인 영향을 미치고 있는지, 어떤 산업이 경쟁력이 낮아 지역의 성장에 부정적인 영향을 미치고 있는지에 관한 연구가 필요하다. 이에 본 연구에서는 경기도 전체 산업 중 어느 산업이 지역의 성장에 긍정적인 영향을 미치고 있는지, 지역의 성 장에 부정적인 영향을 미치고 있는지, 특정 산업 업종의 생산량 또는 종사자의 증가 또는 감소의 원인이 국가의 전체적인 성장에 기인한 것인지, 해당 산업구조 및 지역의 경쟁력에 기인한 것인지에 대해 분석 하고자 2012년부터 2018년 사이의 경기도 산업별 총생산액과 종사자 수 자료를 활용하여 동태적 변이할 당 분석을 시행하였다. 경기도 지역산업의 성장요인을 종사자 수, 매출액 지표를 기준으로 하여 기준연 도와 비교연도 간 지역의 성장 변화를 분석하였으며, 국가성장효과(National Growth Effect: NGE), 산업 혼합효과(Industrial Mix Effect: IME) 및 지역할당효과(Regional Share Effect: RSE)의 형태로 분류하여 분석하였다.
분석 결과 총생산액과 종사자 수 모두의 부문에서 산업혼합효과와 지역할당효과가 모두 우위의 경쟁 효과를 나타내는 산업으로는 전기・가스・증기 및 수도사업, 건설업, 숙박 및 음식점업, 보건업 및 사회복 지서비스업으로 나타났다. 이는 급격한 서울, 수도권 인구집중화의 지속으로 인한 현상으로 다른 지역 대비 상대적으로 높은 경쟁력을 확보한 상황으로 볼 수 있다. 산업혼합효과와 지역할당효과의 합인 순상 대효과의 경우 총생산액과 종사자 수 모두에서 양(+)의 부호를 보인 산업은 광업, 건설업, 운수업, 숙박・ 음식점업, 정보통신업, 부동산업, 사업서비스업, 공공행정・국방・사회보장행정업, 보건・사회복지서비스업 으로 나타났다. 이들은 다른 지역 대비 비교우위가 있는 산업으로 볼 수 있으며 이는 경기도가 지속적으 로 중소기업 지원을 위해 많은 투자를 해왔고 외국인 투자유치 및 수출 확대를 지속하였으며 SOC시설 에도 많은 투자를 해 온 결과 많은 인구가 계속 유입되고 있다. 필연적으로 유입되는 인구를 수용하기 위해 택지 및 신도시 개발이 활발했기 때문에 이들 산업의 규모 및 경쟁력이 증대된 것이라고 할 수 있 다. 이들은 산업구조와 지역 여건이 양호하여 경기도 지역의 산업을 견인하는 역할을 하는 산업들로 장 기적인 관점에서 투자 및 지원이 필요하다.
한편, 산업혼합효과와 지역할당효과 모두에서 열위의 경쟁 효과를 보인 산업은 금융 및 보험업으로 나 타났다. 이는 산업구조와 지역 입지 여건이 모두 열위에 있는 업종으로서 구조조정을 필요로 하는 산업 으로 분류하였다. 한편 총생산액 기준 산업혼합효과는 음(-)의 부호를 보이지만, 지역할당효과가 양(+) 의 부호를 보인 산업은 농림어업, 광업, 제조업, 도매 및 소매업, 운수업, 정보통신업, 부동산업, 교육서비 스업, 문화 및 기타서비스업인 것으로 나타났다. 이들은 산업구조는 상대적으로 약하나 지역의 입지여건 이 양호하여 잠재력이 높은 업종들로 분석하였다. 산업혼합효과는 양(+)의 부호를 보이지만, 지역할당효 과가 음(-)의 부호를 보인 산업은 전기・가스・증기 수도사업, 공공・행정・국방 및 사회보장행정으로 나타 났다. 이들은 산업구조는 양호하지만, 지역적으로는 경쟁력이 약한 업종으로 분석하였다. 금융 및 보험 업, 교육서비스업, 문화 및 기타서비스업은 총생산액과 종사자수 모두에서 순상대효과가 음(-)의 부호를 보여 다른지역 대비 상대적으로 경쟁력이 낮은 산업으로 해석된다. 이처럼 경쟁력이 낮은 것으로 나타난 산업에 대한 투자를 늘려나가 경쟁력을 높이는 정책적 배려가 필요하다.

영어초록

Gyeong-gi Province is an area where the population continues to increase. It is also an area with excellent regional competitiveness in terms of GRDP and labor force. Based on the high population inflow and increased industrial production, Gyeonggi Province has the highest growth base nationwide. However, not many studies have analyzed which industries have a positive impact on the growth of local industries, and which are negatively affecting regional growth. The purpose of this study is to analyze the character- istics of the industrial structure of Gyeong-gi Province. In detail, this study analyzed which industries in Gyeong-gi have a positive impacts on regional growth and which have a negative impacts on regional growth, and whether the increase or decrease in output or workers in the industrial sector is due to the overall growth of the country or due to the industrial structure and regional competitiveness.
A dynamic shift-share analysis was conducted between 2012 and 2018 by utilizing data on the total GRDP of each industry and the number of employees in Gyeong-gi. Dynamic shift-share analysis is a method that analyzes the industrial composition, production and income of a region or the increase in employment or the change in employment structure in that region. The result shows that industries that have positive effects in both industry mix effect(IME) and regional share effect(RSE) are construction, lodging and F&B businesses, and social welfare services. The result might be caused by the rapid concen- tration of population in Seoul and the metropolitan area, and can be seen as a relatively high competitive situation compared to other regions.
In net relative change effect, industries that have shown positive signs in both gross regional domestic product and the number of workers are mining, construction, transportation, lodging and restaurant busi- nesses, publishing, information services, real estate, business services, public administration, defense and social security administration, and health and social welfare services. Those industries can be seen as a comparative advantage over other regions, which Gyeonggi Province has continuously invested heavily to support small and medium-sized enterprises, attracted foreign investment and expanded exports, and invested heavily in SOC facilities. It caused a continued influx of people. It can be said that the scale and competitiveness of these industries have increased due to the active development of housing sites and new towns to accommodate the inevitably flowing population. With its excellent industrial structure and regional conditions, those industries are responsible for driving industries in Gyeong-gi province. On the other hand, financial and insurance industries, education services, culture and other service industries are interpreted as industries with relatively low competitiveness compared to other regions, with net relative change effects showing negative signs in both gross regional domestic product and the number of workers. As such, it is necessary to increase investment in industries that have been shown to be less competitive and to increase their competitiveness. The results helps to understand the development and decline status of the industry and to propose a long term policy
