한강조망권의 가치에 대한 분양가와 공시가격의 반영 정도 분석 (Analysis of the Degree of Reflection of the Apartment Sale Price and Publicly Announced Apartment Price for the Value of the Han River View)

초록

아파트 가격은 크게 분양가, 실거래가 및 공시가격으로 형성된다. 실거래가는 아파트의 매매자에 의해 책정되는 반면 분양가 및 공시가격은 분양 주체 및 정부에 의해 조사 및 산정된다. 선행연구들은 한강 조망의 가치가 아파트 가격에 정(+)의 영향을 끼치는 것으로 보고 있다. 그러나 분양가 및 공시가격에 반영ㆍ평가된 한강조망의 가치에 관한 연구는 이루어지지 않아 왔다. 본 연구는 실증분석을 통해 분양가 및 공시가격에 평가ㆍ반영된 한강조망권의 가치를 실거래가와 비교하였다. 연구 대상은 한강 이남에서 북향 한강조망으로 한강조망 특화설계 단지인 아크로리버파크로 하였고, 한강조망 변수는 3차원 시뮬레이션 측정값인 한강조망률 값으로 정량화하였다. 실증분석 결과 한강조망에 대한 가치는 분양가에 크게 평가 및 반영되지 못하고 있는 것으로 조사되었다. 또한 입주 이후 시간이 지나며 한강조망의 가치가 점차 공시가격에 평가ㆍ반영되는 것으로 나타났다. 그러나 한강조망의 가치가 공시가격과 실거래가에 평가되는 정도가 다르고, 한강조망이 이루어지는 정도에 따라 차이를 보이는 것으로 나타났다. 즉 주택 매매자들이 매기는 한강조망의 가치와, 분양주체 및 정부가 평가하는 가치 사이 차이가 발생하는 것으로 풀이된다. 본 연구에서 분석하고 발견한 한강조망의 가치는 공동주택, 오피스, 오피스텔 등의 감정평가나 시장가치 추정 시 ‘내부요인’의 비교에서 중요한 설명 변수가 될 수 있을 것으로 생각된다. 또한 분양 주체가 산정하는 분양가, 한국부동산원에서 산정하고 있는 공동주택 공시가격의 정밀성을 높이는 데 중요한 근거자료로도 활용될 수 있을 것으로 판단된다.

영어초록

Apartment prices are largely formed by the newly built apartment prices(sale price), actual transaction prices, and publicly announced apartment price. While the actual transaction price is set by the seller of the apartment, the selling price and publicly announced apartment price are investigated and calculated by the selling agent and the government. Previous studies believe that the value of the Han River view has a positive (+) effect on apartment prices. However, no study has been conducted on the value of the Han River view reflected and evaluated in the sale price and publicly announced apartment price. Through empirical analysis, this study compared the value of the Han River view right evaluated and reflected in the sale price and publicly announced apartment price with the actual transaction price. The subject of the study was ACRO RIVER PARK, a specialized design complex for the Han River view from the south of the Han River to the north. As a result of the empirical analysis, it was investigated that the value of the Han River view was not greatly evaluated and reflected in the sale price. In addition, it was found that the value of the Han River view was gradually evaluated and reflected in the publicly announced apartment price as time passed after moving in. However, it was found that the degree to which the value of the Han River view is evaluated in the publicly announced apartment price and the actual transaction price differs, and the degree to which the Han River view is made differs. In other words, it can be interpreted that there is a difference between the value of the Han River view, which is valued by the apartment buyers, and the value evaluated by the association contractors and the government. The value of the Han River view analyzed and discovered in this study is thought to be an important explanatory variable in the comparison of 'internal factors' in appraisal or market value estimation of apartments, offices, officetels, etc. In addition, it is judged that it can be used as important evidence to increase the precision of the sale price calculated by association contractors and the publicly announced price of the apartment house calculated by the KOREA REAL ESTATE BOARD.
