초록

이 논문의 목적은 20세기 전반기를 중심으로 핀란드 정치가 어떻게 ‘사회적인 것’에 대응했고 내전 후 민족·언어분리와 계급분리를 극복하고 사회통합을 이룰 수 있었는지를 검토하는데 있다. 이를 위해 ‘사회적인 것’과 민주주의 문제, ‘정치계획(political project)’으로서의 민족국가를 검토하고 어떤 이념과 제도, 전략으로 사회통합과 민주주의 발전을 이루었는지를 보고자 한다. 핀란드는 20세기 전반의 짧은 기간 동안 독립, 혁명, 내전, 전쟁, 민주주의와 복지국가의 극적인 역사적 발전경로를 경험했다. 핀란드의 ‘정치계획’은 첫째, 자본주의체제와 함께 민주주의와 중립주의로 대내외적 규범과 안정을 이루고 민족·언어 분리 및 갈등을 극복하여 ‘민족’통합을 이루는 것이었다. 둘째, 사회개혁과 보편적 복지국가로 이념갈등과 계급분리를 넘어 계급통합과 사회통합을 이루는 것이었다. 20세기 초 이념 및 계급, 민족·언어 갈등이 심각했던 시기에 핀란드의 급진적인 민주주의는 신생 독립국가로서 완전한 주권 추구와 맞물려 대내외적으로 매우 취약했다. 내전과 전쟁을 겪으면서도 지속된 핀란드 민주주의는 계급통합과 사회통합을 이루고 언어분리에도 불구하고 핀란드의 ‘민족’통합과 ‘핀란드국민’ 형성을 가능하게 만들었다. 19세기 말, 20세기 초와 마찬가지로 오늘날 신자유주의적 세계화로 복지 축소와 재분배 당위성의 약화, 사회적 불평등과 격차가 심화된 사회적인 것의 위기 상황에서 정치적인 것과 민주주의에 대한 논의는 매우 중요하다.

영어초록

This paper examines Finland’s social divisions and political integration mainly focusing on the first half of the 20th century. In this period Finland experienced dramatic historical path of independence, revolution, civil war, democratic development and welfare state. This paper examines how Finland responded to ‘the social’, how it was able to overcome language and class divisions and achieve social integration after the Finnish civil war of 1918. To this end it analyses ‘the social’, democracy and the ‘political project’ and social integration and democratic development through what ideologies, institutions and strategies. The main components of the ‘political project’ after the Finnish civil war were as follows. First, democracy and neutrality along with the capitalist system contributed to normative power and stability and this helped to overcome social divisions and conflicts and achieve ‘national’ integration. The second is that social reform and universal welfare state contributed to class compromise and social integration by weakening ideological conflicts. In the early 20th century, at the time when ideology, class and language conflicts were serious, Finland’s rapid democratization was very vulnerable in line with the pursuit of complete sovereignty as a new independent state. But Finland’s democracy continued and underwent the civil war and WW II. Today’s neoliberal globalization, as it was in the late 19th and the early 20th century, has diminished redistribution and deepened social inequality. Discussions of the political and democracy are very important in the midst of the crisis of ‘the social’.
