다층적 산림관리 거버넌스 평가와 과제:산림관리 전문가의 인식과 제안 (An Evaluation and Challenges of the Multi-level Forest Governance: Perceptions and Suggestions from Forest Management Experts)

초록

이 연구에서는 총 10명의 산림관리 전문가를 선정하여, 2024년 10월부터 11월에 걸쳐 선정된 전문가들을 대상으로 구조화된 질문과 응답 그리고 대화를 통하여 산림관리 거버넌스 연구 주제에 대한 견해와 경험을 표출하고 그에 대한 의견을 나누었다. 먼저 전문가들은 우리나라에서 산림관리 거버넌스가 잘 작동하고 있지 않다는 부정적인 의견을 나타냈다.
4가지 산림관리 거버넌스 격차를 조사하고 분석한 결과는 다음과 같다. 첫째, 우리나라 산림관리 주체들의 산림보호 역할과 책임감 평가는 부정적인 것으로 나타났다. 둘째, 우리나라 산림관리 주체들의 목표 일치도 평가 결과 산림보호와 경제임업 분야에서 특히 낮게 나타났다. 셋째, 우리나라 통합적인 녹지·산림 관리 정책과 관련하여 산림관리 사각지대가 발생하고, 관할권의 중첩이 발생하는 정도에 대해 대부분 동의하는 것으로 나타났다. 넷째, 우리나라 산림관리 주체들이 정책을 추진하는 데 제도적 근거가 취약하다고 생각하는 의견이 높게 나타났다. 산림관리 거버넌스 격차 평가 결과 4가지 격차 모두 높게 나타났지만, 특히 목표 격차가 높게 나타났다.
결론적으로 산림관리 거버넌스 격차 완화 방안의 적합성 평가 결과 목표공유를 위한 이해관계자 간의 소통, 중앙부처 간, 중앙부처와 지자체 간 협업을 통한 부처할거주의 극복, 모든 이해관계자의 책임감 고양과 참여 제고 순으로 나타났다. 전문가들은 산림청 주도의 협력적 거버넌스에는 찬성했고, 산림관리 주도 부처 적합성 평가한 결과 산림청이 가장 높게 나타났기 때문에 산림청의 산림자원처로서 부처 승격을 검토할 시점인 것으로 판단되었다.

영어초록

In this study, a total of 10 forest management experts were selected, and from October to November 2024, they were asked to express their views and experiences on the research topic of forest management governance through structured questions and answers and conversations. Overall, the experts expressed negative opinions that forest management governance is not functioning well in Korea.
The results of investigating and analyzing the four forest management governance gaps are as follows. First, the evaluation of forest protection roles and accountabilities of forest management entities in Korea was found to be negative. Second, the results of the evaluation of goal congruence of forest management entities in Korea were particularly low in the areas of forest protection and economic forestry. Third, most agreed that there were blind spots in forest management and overlapping jurisdictions in relation to Korea’s integrated green space and forest management policy and administration. Fourth, many believed that Korea’s forest management entities had weak institutional grounds for promoting policies. The results of the evaluation of forest management governance gaps showed that all four gaps were high, but the goal gap was particularly high.
In conclusion, the results of the suitability assessment of the forest management governance gap mitigation plan were as follows: communication among stakeholders for shared goals, overcoming the division of government through collaboration between central government ministries and between central government ministries and local governments, and enhancing the responsibility and participation of all stakeholders. Experts were in favor of cooperative governance led by the Korea Forest Service, and since the Korea Forest Service was ranked highest in the suitability assessment of the leading ministry for forest management, it was determined that it was time to consider upgrading the Korea Forest Service to the Ministry of Forest Resources.
