위기의 시대와 ‘정치적인 것’의 역설: 베버의 정치 사회학과 현실 정치 (The Age of Crisis and the Paradox of ‘the Political’: Max Weber’s Political Sociology and the Real Politics)

초록

한국 사회에서 전체주의 경험과의 연관에 대한 논쟁이 여전히 치열한 맥락을 간과하거나, 정치 상황의 변화에 따라 긍정과 부정의 강도가 요동하는 수용사에 대한 진지한 반성 없이 베버의‘정치 사회학’이 논의되는 현상은 특이하다. 그러므로 베버의 전체 사회학적 기획 속에 ‘정치 사회학’이 차지하는 위상에 대한 검토나 그의 정치적 참여가 이론적 발전에 미치는 관계를 삭제하는 피상적 이해는 주요 개념과 단편적 주장들을 일면적으로강조하는 것으로 귀결된다.
우리는 패전 후 급변하는 정치 현실을 살아간 한 지식인의 이론과 실천의 상보성을 비판적으로 성찰함으로써, 베버의 자유주의적 대안이 정치신학으로, 지도자 민주주의가 총통 권력의 정당화로 전환되는 역설적인 과정을 보다 깊이 이해할 수 있을 것이다. 이 역설적 과정에 대한 이해의 필요성은 ‘예외상태’에 직면하여 정치적 책임성을 강조하는 정당한 논의가 정치적 현실주의의 타협으로 도피하는 현상이 우리 사회에도 반복되고 있다는 데 있다.
정치의 사법화와 정치의 경제화가 강요하는 민주주의 위기의시대에 베버의 ‘정치 사회학’이 아직도 유효한 것은 그의 결론이아니라 문제화에 있을 것이다. 현실 정치의 역동성을 외면하지않으면서 ‘정치적인 것’의 본질을 동시에 포착하려는 베버의 신념과 지적 도전에서 우리의 기획은 출발한다.

영어초록

In Korea, peculiarly, Weber’s political sociology has been discussed without the consideration on its relation to the experiential context of totalitarianism, or without the serious reflection on the oscillating history of reception between pros and cons with the changes of political situation. The lack of proper understanding on the status of political sociology in Weber’s general sociological plan and the influence of his political participation on theoretical development has led to the poor understanding on core concepts of his political sociology and the currency of one-sided claim on it.
The critical reflection on the complementarity of theory and practice of an intellectual, who had lived in the rapidly changing political reality since the war defeat, will make the deeper understanding on the paradoxical process by which his liberal alternatives was justified into political theology and his ‘leadership democracy’ was legitimized into F̂ührer’s power. The need to understand this paradoxical process lies in the fact that the legitimate discussions emphasizing political responsibility repeatedly escape into the political realism of compromise in the face of ‘State of Exception’ in our society.
Weber’s problematization rather than his conclusion makes his ‘political sociology’ still valid in the era of the democracy crisis driven by the judicialization of politics and the economization of politics. Our project begins with the examination of Weber’s faith and intellectual challenge trying to capture both the dynamics of real politics and the essence of ‘the Political.’
