개성공단은 新성장동력의 거점이 될 수 있을 것인가? (Can Gaesung Industrial Complex be the Base of New Economical Growth Engine for Korea?)

초록

2016년 2월 10일 개성공단이 폐쇄되었다. 한반도를 둘러싼 급변하는 정치・군사적 정세는 개성공단 사업 축소・중단과 재개에 직접적으로 영향을 미쳐왔다. 현 정부는 출범초기 개성공단 재개와 확장을 발표하며 장밋빛 희망을 던져주었지만 이어지는 북한의 핵과 미사일 실험으로 인해 남・북간 긴장은 그 어느 때보다 높아져있다. 현 정세 하에서 개성공단의 미래를 예측하는 것은 의미 없는 일이라는 인식이 팽배하다. 하지만 역사를 보면 예상치 못한 사건들이 위기나 기회가 되어 나타나는 일이 비일비재하다. 예상치 못한 시점에서 개성공단 재개가 이뤄질 수도 있을 것이다. 이에 대한 충분한 연구와 대비를 하지 못하면 언제인지 모를 시점에서 공단 재개가 현실화 되었을 때 미래 산업의 흐름에 맞는 경쟁력 있는 공단 구성은 요원(遙遠)한 일일 것이다. 이러한 문제의식에서 본 연구는 개성공단의 재개와 관련된 몇 가지 시나리오를 설정하였다. 개성공단은 정세와 관계없이 운영되지 못함을 역사가 증명하고 있다. 즉 개성공단 운영에 있어서 가장 중요한 변수는 정치・군사적 긴장도와 입주 기업의 경영성과 두 가지이다. 본 연구에서는 정치・군사적 긴장도는 다루지 않을 것이며, 언제인지는 모르지만 긴장완화로 공단의 재개된다는 사실을 전제로 하고 있다. 따라서 입주 기업의 경영성과 측면에 보다 초점을 맞추고자 한다. 그리고 향후 재개 시 남・북간의 산업 간 공유와 융합, 시너지를 위한 전략을 제시하는데 논점을 둘 것이다.
개성공단의 재개를 전제로 성공적인 운영과 활성화를 위해 본 연구에서 제시하는 주요 추진 전략은 다음과 같다. 첫째, ICT교육・교류를 통한 4차 산업혁명 기반 구축, 둘째, 신재생에너지를 활용한 탄소제로 클러스터 조성, 셋째, 창업 및 스타트업의 거점으로 육성, 넷째, 스마트 물류시스템 선도 클러스터 육성, 다섯째, 배후도시 광역권 개발을 통한 시너지 추구이다. 개성공단이 성공적으로 회복하고 글로벌 산업과 교역의 거점으로 성장하게 되면 그로 인한 혜택은 직접적으로 북측 근로자에게 귀속될 것이다. 근로자의 임금인상, 교육수준 증가, 기술력과 노동생산성 향상 등 성공모델을 북한 내에 그대로 확산시켜야 한다. 제 2, 3의 개성공단을 계속 공급하여 북한 경제 전반의 회생을 돕고, 남북한의 정치・군사적 위기를 지속적으로 해소시켜 나가야 한다. 이를 통해서 대외 신인도 향상, ‘KOREA’ 브랜드 가치 상승으로 대규모의 해외직접투자, 해외 기업 유치를 통해 선순환하는 모델을 구축할 수 있을 것이다.

영어초록

The Gaesung Industrial Complex has closed on Feb, 10th, 2016. Radical changing circumstances of Korean peninsula and its surrounding countries’ political military conditions have affected directly to the reduction of business size and suspending the business, furthermore the reopening the business. The starting of the present government gave a new hope of reopening of the Gaesung Industrial Complex and its expansion yet due to the North Korea’s test firing of missiles, the issue on the Gaesung Industrial Complex is suspended and the tension between South and North is growing bigger. It seems meaningless to think about the future of Gaesung Industrial Complex yet we know unexpected matters could be happen during critical period and turn into positive chances from the history. It might be possible expectation that the reopening of Gaesung Industrial Complex unexpected manner. In this regards, we need to prepare the unexpected situation unless the potentials of Gaesung Industrial Complex as timely proper tool would be impossible scenary. On the basis of this critical mind, the research founded several possibilities. The Gaesung Industrial Complex is closed now and it is a fact. Two factors that matter are the political-military tension and the corporational business management. This study focuses on the possible future reopening of the business in Gaesung Industrial Complex. The study does not focus on the political military tension of the Korean Peninsula. Thus, the study solely focuses on pre-moved in corporations’ successful management. Moreover, the study proposes possible strategies of the industrial cooperations there in Gaesung, the fusion of South, North Korea’s industrial managemental issues, and the synergy effect between South and North Korea in terms of industry.
The reopening of Gaesung Industrial Complex as a premise, the study proposes the following strategies. The first propose is, the construction of ICT education, the second propose is to form a cluster of the new energy resources by using carbon resources, the third propose is to form a establishing business and start-up business base in Gaesung, the fourth is to promote a cluster of smart logistics system, the fifth is to develop touristic clusters in order to create synergy of all above.
Most likely, the benefits from the Gaesung Industrial Comlex’s success would revert to the North Korea’s labors. The increase of labor charge, better education, technical skills and productivity of North Korean labors must affect North Korean society. By achieving these goals we could establish the 2nd and the 3rd industrial complexes in Northern area of Korean peninsula. By doing so, North Korea’s economical situation could be improved and this results the reducing of South and North Korea’s political and military tension continuously. In the end, we could establish Korea as a better brand in the world and will have more foreign investment, and we could build a model of virtuous circle.
