국가기록원 전자기록물 이관연구 : 전자기록물 검수사업을 중심으로 (Research on transfer of electronic records to the National Archives of Korea : Focusing on electronic records inspection project)

초록

전자기록물 관리에서 이관은 기록물의 진본성, 무결성, 신뢰성, 이용가능성을 확보하며 장기보존하기 위한 중요한 과정이다.
2004년 전체 기관에 보급된 전자문서생산시스템으로 전자기록물생산이 이뤄졌고, 그 10년 후인 2015년부터 국가기록원으로 이관됐다. 그 후 10년 동안 국가기록원은 250여 개 기관으로부터 3천만 건 이상의 전자기록물을 성공적으로 이관받았다. 이처럼 오랜시간 방대한 양의 전자기록물이 이관된 사례는 흔하지 않은 만큼그 경험과 결과는 다양한 방식으로 공유될 필요가 있다. 하지만 그에 대한 세부적이고 실질적인 연구는 부족한 상황이다. 이에 국가기록원 전자기록물 검수 사업에 직접 참여하면서 겪은 경험과 자료를 바탕으로 전자기록물 이관 연구를 진행했다. 선행연구와 지침, 매뉴얼 분석과 실제 CAMS에 접속하고 수행한 육안 검수 등을통해 자료를 확보하고 분석하였다.
보존기간 30년 이상의 전자기록물은 생산 후 10년이 되면 기록관표준기록관리시스템(Records Management System, RMS)에서 보존포맷 및 장기보존패키지로 변환해 국가기록원 중앙영구기록물관리시스템(Central Archive Management System, CAMS)으로 이관된다. 육안 검수 과정에서 확인된 이관 전자기록물의 오류는 문서오류(파일손상, 서명누락, 암호입력, 빈문서), 관인이상(누락, 위치오류, 중복), 붙임이상(별송, 누락), 기타(보존포맷미변환, 내용누락, 그림손상, 확장자 이상, 변환오류, 비공개구분누락, 기타) 등이 있다. 이에 대한 10년간의 전체 데이터 분석은 향후 후속 연구로 진행할 예정이며, 본 논문에서는 시론적 성격으로 전자기록물 이관 현황과 절차 그리고 이관기록물의 상태유형에 대해서만 살펴보았다.

영어초록

In the management of electronic records, transfer is an important process for long-term preservation and securing the authenticity, integrity, reliability, and availability of records. Electronic records were produced with the electronic document system distributed to all institutions in 2004, and 10 years later, it was transferred to the National Archives of Korea in 2015. Over the next 10 years, the National Archives of Korea successfully transferred more than 30 million electronic records from 250 record center. As it is uncommon for vast amounts of electronic records to be transferred for such a long time, their experiences and results need to be shared in various ways. However, detailed and practical research on this is insufficient. Therefore, based on the experiences and data experienced while directly participating in the National Archives of Korea electronic records transfer project, the electronic record transfer research was conducted focusing on the visual inspection project. Data were secured and analyzed through prior research and guidelines, manual analysis, and visual inspection performed by accessing and analyzing actual CAMS.
Electronic records with a retention period of more than 30 years will be converted into a preservation format and long-term preservation package at the Archives RMS and transferred to the National Archives of Korea CAMS 10 years after production. Errors in transferred electronic records identified in the process of visual inspection include document errors (file damage, signature omission, password input, empty documents), government seal abnormalities (missing, location error, duplicate), attachment abnormalities (separate, omission), and others (preserved format beauty transformation, content omission, picture, extension, conversion error, non-disclosure division omission, and others). Analysis of all data for 10 years will be conducted as a follow-up study in the future, and in this paper, only the current status and procedures of electronic records and the status types of transferred records were examined in a poetic manner.
