재정건정성 제고를 위한 국회심의제도 운영개선에 관한 연구 -주요국과의 비교를 중심으로- (A Study on the Improvement of the Operation of the Deliberation System for Improving Financial Soundness)

초록

현대국가에서 국가재정의 역할이 증대하고, 이에 비례하여 국회의 재정통제 기능과 역할이 중요시되고 있다. 그러나 현행 예산안 및 결산 심의제도 운영에서 여전히 미흡한 점이 있음을 감안하여, 본고는 현행 제도운영의 실태와 문제점을 파악해 보고 개선방안을 제시하고 있다.
우리나라의 재정상태는 OECD 주요 국가들에 비해 아직까지는 비교적 건전하다는 평가를 받고 있다. 이러한 평가는 아직까지 주요 선진국에 비해 사회보장제도가 다소 미숙한 단계임을 반영한 결과이다. 최근 우리 정부는 재정의 적극적인 역할을 강조하면서 복지와 공공일자리, 국방 등의 분야에서 확장적인 재정운용을 하고 있다. 이러한 정책운용에 있어 가장 근본적으로 요구되는 정책과제는 재정지출의 효율성을 제고하고, 적정한 재원을 확보하여 재정의 지속가능성을 확보하는 것이다. 이러한 의미에서 매년의 재정운용에 대한 철저한 관리뿐만 아니라, 중장기적 관점에서의 재정목표 달성을 위한 제도개선은 피할 수 없는 과제이다.
본고에서 제안하는 개선방안은 다음과 같다. 효율적인 예산안·결산 심의를 위해서는 심의의 효율화를 위한 투명하고 명료한 예산안․결산 서류의 작성이 요구된다. 서류의 작성은 1) 기관들간의 유사중복사업을 연계․조정하여 작성할 필요가 있다. 2) 지방정부를 포함한 일반정부 기준으로 중기재정계획을 작성할 필요가 있다.
한편 생산적인 심의가 이루어지기 위해서는 1) 상임위원회를 개편하여 심의기구의 일관성․전문성을 제고할 필요가 있다. 2) 예산안․결산의 심의기간을 연장할 필요가 있다. 3) 국회에 회계검사권한을 이관하는 것을 검토할 필요가 있다. 4) 사전예산심의를 통해행정부와 국회가 상호 협의하는 시스템을 구축할 필요가 있다. 5) 재정수지 등을 경기주기에 맞추어 점검하는 등 예산안 편성 패턴을 수정하여 결산심의를 예산안 심의에 환류시킬 필요가 있다.

영어초록

In this paper, the role of the state finances in modern countries is increasing, and the function and role of financial control of the National Assembly is emphasized accordingly. However, considering the fact that the current budget and the budget review system are still insufficient, the current situation and problems of the current system operation are identified and suggestions for improvement are provided. Korea 's financial situation is still relatively healthy compared to major OECD countries. This assessment reflects the fact that the social security system is still somewhat inexperienced compared to major developed countries. Recently, the Korean government has emphasized the active role of finances and has been working on expanding finances in areas such as welfare, public employment, and defense. The most fundamental policy task in policy management is to raise the efficiency of fiscal expenditure and to ensure adequate financial resources to ensure fiscal sustainability. In this sense, it is inevitable to improve the system to achieve financial targets in the mid- to long-term as well as thorough management of annual financial management.
The following suggestions are suggested in this paper. In order to efficiently review the budget and settlement of accounts, it is necessary to create transparent and clear budget and settlement documents for efficiency of deliberation. Documents should be prepared by 1) linking and coordinating similar duplication projects between institutions. 2) It is necessary to prepare a mid-term financial plan based on general government standards including local governments.
On the other hand, in order for productive deliberation to be made, 1) it is necessary to revise the Standing Committee to enhance the consistency and professionalism of the deliberative body. 2) It is necessary to extend the deliberation period of the budget bill and settlement of accounts. 3) It is necessary to consider transferring the authority of accounting audit to the National Assembly. 4) It is necessary to establish a system for mutual consultation between the administration and the National Assembly through deliberation on the preliminary budget. 5) It is necessary to revise the budget composition pattern, such as checking the fiscal balance in line with the business cycle, and return the budget review to the budget review.
