초록

Nowadays, hierarchical bureaucracy is no longer considered as sufficient to decide and implement general public policy including public security policy, and this situation has facilitated academic research on the concept of governance. In Korea, since the 1980s, noticeably the 1990s, new systems based on New Public Management or network have been established as a pattern of rule, which conducts state of affairs. Even though the concept of governance has been considerably introduced in the field of public policy, its rationale and practical format have not been well researched. With this situation in mind, the writer attempts to explain how the features of governance should evolve into a practical alternative by examining its historical contexts and conducting trait analysis.
With the emergence of neo-liberalism, the introduction of New Public Management and network, and an emphasis on citizen movement in the radicals, socialists and anarchists, there has been an array of controversy over the definition of governance. However, most of the definitions have a tendency to put an emphasis on the expansion of social network only. When it comes to the definition, the article analyzes four elements: network, dialogue and deliberation, accountability, and democratic legitimacy. Here, the article primarily stresses the importance of the role of governance as a practical means to complement and overcome limitations of hierarchical bureaucracy.
In this article, the writer defines governance as an “alternative pattern of rule”. This definition is basically derived from Bevir’s definition, “a pattern of rule”. The current stage of Korea’s governance is at the stage of expansion, far beyond the experimental stage, which means that the terminology of governance should be institutionalized and legalized. One of the priorities in this matter is to enhance the level of its definition and institutionalization by an interdisciplinary approach including public law.
