초록

한국에서 대북지원이 본격적으로 시작된 것은 2000년 남북정상회담 이후였고, 대북개발지원에 관한 논의가 시작된 것은 2004～2005년경부터였다. 단순 구호 차원의 대북지원이 대북개발지원으로의 전환을 모색하게 된 배경에는 북한내 인도적 위기의 지속과 대북지원의 장기화에 따른 원조 피로(aid fatigue)의 심각화라는 문제가 있었다.
대북개발지원에 관한 논의에서 중요하게 다루어져야 할 부분은 다양한 이해당사자들 간의 거버넌스 현상이다. 특히 탈냉전 이후 가속화된 세계화에 의한 개발지원 환경 및 정책 변화는 국제 NGO의 역할을 크게 증대시켰다. 더욱이 우리 시민사회의 대북개발지원은 남북관계의 모멘텀을 유지하고 화해협력을 증진시키며 남북통합을 준비하는 과정으로 이해될 수 있다.
본 논문은 이명박 출범 이후 이루어진 대북지원정책 전반에 대한 성찰을 계기로 향후 중요한 과제로 부상할 수 있는 대북개발지원에 관한 논의를 중심으로 바람직한 통일정책 거버넌스와 시민사회의 역할을 고찰하고 있다.

영어초록

Having been engaged in full-scale assistance to North Korea since the 2000 inter-Korean summit, South Korea embarked on the discussion about development assistance to North Korea around 2004 and 2005. At the time when the aid to North Korea was no more than a matter of political slogan, South Korea searched for a way to transform its aid practice to North Korea to one of development assistance as a response to the challenge of persisting humanitarian crisis in and aggravating aid fatigue following prolonged assistance to North Korea.
In any discussion of development assistance to North Korea much emphasis is due upon the governance nexus between many different stake holders. Especially in the post-Cold War period, accelerated process of globalization prompted corresponding changes in the environment and policies of development assistance wherein the role of international NGOs is privileged. Against this backdrop, the development assistance of the South Korean civil society is deemed to be well in line with the circumstantial necessity of maintaining the momentum of the inter-Korean relations, promoting reconciliation and cooperation, and thus preparing the integration of the two Koreas.
This paper is therefore a modest proposal for a desirable governance of unification policy and the role of civil society with its discussion of development assistance to North Korea, a most likely agenda looming large especially when the Lee Myungbak government is replanning every aspect of its aid programmes to North Korea.
