주한미군과 평택지역 재배치에 대한 고찰 : 협력적 거버넌스 구축과 과제 (An Analysis of the USFK and Its Relocation to Pyeongtaek Region: Establishment and Tasks of the Cooperative Governance)

초록

탈냉전기 한미동맹은 전통적 동맹인 한반도 전쟁방지 및 북한의 도발 억지와 동북아시아 주변의 안보환경 변화와 한국의 정치경제 발전과 민주화 등을 고려해 양국의 이익에 부합하는 전략적 동맹으로 발전되었다. 전략적 한미동맹의 주요 내용은 동맹국의 이익 극대화와 우호관계 유지, 지역 및 글로벌 이슈의 해결에 대한 협력관계가 포함된다.
현재 한미양국은 주한미군 감축 이슈, 전시작전통제권(전작권) 전환, 주한미군 재배치 이전사업 등을 통해 유지되고 있다. 특히 주한미군 평택지역의 재배치는 한국에 주둔하고 있는 미군기지를 전반적으로 재조정하는 것이다. 또 용산미군기지와 미2사단의 평택 재배치는 주한미군의 통폐합을 통한 한미동맹의 미래지향적 발전을 공동으로 모색하는 중요한 사례로 간주된다.
따라서 이 논문의 목적은 주한미군의 주요 역할과 한미양국의 평택 재배치 협상 과정과 현황과 과제를 중심으로 중앙과 지방의 협력적 거버넌스의 가능성과 역할을 고찰에 봄에 있다. 군사안보적 측면에서 주한미군 재배치 정책은 더 이상 중앙정부의 배타적 권한이 아니다. 주한미군 재배치는 글로벌 차원에서 미국의 군사력 재조정이자 한미동맹의 재조정과 직접적인 연관성을 내포한다. 동시에 주한미군의 평택지역 주둔 및 재배치는 지역사회 발전에 중요한 이슈이기 때문에 지역주민의 의견이 충분히 수렴되어져야 한다. 주한미군 재배치와 주한미군의 역할 변화는 민군협력과 중앙과 지방정부와의 협력적 거버넌스 구축에 많은 영향을 미치고 있다.

영어초록

The Korea-U.S. alliance in the post-Cold War period has been statistically promoted to meet the interests of both countries, in the interest of preventing war on the Korean Peninsula, deterring war against North Korea, fostering change sin the security environment around Northeast Asia and South Korea’s political and economic development and democratization. The main contents of the strategic Korea-US alliance include profit maximization and maintain an friendly relations between the allied nations as well as cooperation for solving the global conflict elements.
The Korea-U.S. alliance is currently being maintained through the reduction in the US Forces in Korea(USFK), the conversion of wartime operational control and the USFK relocation project. In particular, the USFK relocation to Pyeongtaek area is meant to reorganize the U.S. military bases stationed in South Korea, and the relocation of the Yongsan U.S. military base and the U.S. 2nd infantry division to Pyeongtaek is considered as an important case for future-oriented development to the Korea-US alliance through consolidation of the USFK.
In this study, the possibilities and roles of central and local cooperative governance are reviewed, focusing on the major roles of the US forces in Korea and the Korea-U.S. negotiations on the USFK relocation to Pyeongtaek area. Military, security and the USFK relocation policies are no longer exclusive propositions for the central government. To readjust the strategic Korea-US alliance and ensure smooth USFK relocation to Pyeongtaek area, the opinions of the local communities have to be taken into consideration. Apparently, the USFK relocation directly involves changes and readjustment of the Korea-US alliance and US military power at the international level, and it is considered as an issue closely connected with the development of the local community in which the USFK is stationed. It is expected that this study will contribute to the review of the cooperative governance between central and local governments or civilian and military cooperation according to changes in the roles of the US Forces in Korea and the USFK relocation.
