텍스트 네트워크 분석을 통한한-중-일 표준화 거버넌스 특성 분석 (Text Network-Based Analysis of the Characteristics of Standardization Governance of South Korea, China, and Japan)

초록

본 연구는 최근 기술표준 분야에서 경쟁과 협력의 밀접한 관계를 맺고 있는 한국, 중국, 일본의 한국, 일본, 중국의 3개국의 표준화 법률에 나타난 ‘거버넌스(Governance)’와 관련된 핵심 키워드를 중심으로 텍스트 네트워크 분석을 실시하고 이들 국가들의 표준화 거버넌스 구성형태, 주요 행위자 및 관계, 표준화 절차에서 거버넌스 주체간 역할과 협력수준을 규명하고자 하였다.
그 결과 한국과 일본의 산업(공업) 표준화 관련 법률에서 한국은 산업통상자원부와 산업표준심의회간의 부처-정부위원회 중심의 거버넌스를 형성하고 있었으며 일본은 주무부처와 공업(산업)표준조사회간의 민-관위원회 관계중심의 거버넌스를 형성하고 있었다. 부처와 기관-단체간 거버넌스 관계 관련해서는 한국은 정부-공공단체-민간단체들과의 다양하고 복잡한 다층적 거버넌스 관계를 맺고 있는 반면 일본은 정부-공공단체 중심의 이원적 거버넌스 관계를 맺고 있었다. 반면에 한국과 중국의 국가표준화 관련 법률에서 한국은 ‘중앙행정기관-산업통상자원부-국가표준심의회 간의 중앙집권적 거버넌스를 형성하고 있었으며 중국은 중앙부처-지방정부-기업간의 분권적 거버넌스를 형성하고 있었다. 부처와 기관-단체간 거버넌스 관계 관련해서는 한국은 정부-표준화기구 중심의 단순한 계층 거버넌스를 형성하고 있는 반면 중국은 정부-기업-민간단체간의 다원적 거버넌스 구조를 구축하고 있는 것으로 확인되었다.
본 연구는 한-중-일 3개국 표준화 거버넌스 특성을 표준화 관련 법률을 분석을 통해 제시함으로써 향후 한국의 국가 표준화 거버넌스 개편 작업시 관련 법제도 개편 방향에 대한 시사점을 제시하였다는 점에서 정책적 의의가 있다.

영어초록

This study attempts to conduct a text network analysis with the focus on keywordsassociated with “governance” appearing in the standardization laws of South Korea, China,and Japan, which are engaged in both competition and collaboration with each other in thesector of technological standards. It also attempts to shed light on the roles of the keyactors of governance of these countries in matters concerning the composition ofstandardization governance and standardization procedures, and on the level ofcollaboration between the key actors of governance.
As regards the industrial standardization-related laws of South Korea and Japan, itappears that, in South Korea, governance is centered on ministry-government committees,with the Ministry of Trade, Industry and Energy (MOTIE) and the Industrial StandardsCouncil private and public sectors (i.e. ministries in charge and the JapaneseIndustrial Standards Committee). ith regard to the governance relationships betweenministries, agencies and organizations, the government, public agencies, and privateorganizations of South Korea maintain diverse, complex, and multilayered governancerelationships among themselves, while those of Japan maintain dualistic governancerelationships centered on the government and public agencies.
Looking at the laws related with national standardization of South Korea and China, theformer appears to form a centralized governance relationship, with the centraladministrative agencies, the MOTIE, and the Committee for Deliberation on NationalStandards playing a leading role, while the latter appears to form a decentralizedgovernance relationship, with the roles divided between central ministries and localgovernments. As regards the governance relationship between ministries, public agencies,and private organizations, those of South Korea maintain a simple hierarchical governance structure centered on the government and standardization-related bodies, while China hasa pluralistic governance structure, with the roles distributed among the government,businesses, and private organizations.
This study presents suggestions on desirable directions for the amendment orreformation of the relevant laws and systems in connection with South Korea’s future needto reform the national governance structure through an analysis of thestandardization-related governance characteristics contained in the relevant laws of thethree countries.
