바오딩시(保定市)의 환경 거버넌스와 기후변화 정책 (The Environmental Governance and Climate Change Policy in Baoding City, China)

초록

Baoding city, where is the three hours from Beijing, the average economic development level in China. And she has all kinds of environmental problems which faced in China. Also, the total volume of rain is decreased due to the climate change. Baoding had difficulties in the immoderate construction of dam to secure water supply in Beijing. Also, environmental pollution and shortage of water aggrevated the situation in Baoding. Central government and Hebei province and Baoding city carried forward to Baiyangdian environmental improvement project which is sponsored by ADB, diverted water of Yuecheng dam and Yellow river. And they carried out shutdown polluted industries’ factories and partial basin improvement. However, the environmental problems did not resolved them entirely. It is originated from complexed top-down environmental governance between central government, Hebei provincial government and Baoding municipal government. In addition, Budget-deficit in Baodinng city, the failure of water saving, Beijing -centered water resources policy are not helpful to reserve environment in town and village of Baoding. To solve problems in Baoding, central government, Hebei provincial government, Baoding municipal government should construct efficient governance system to discuss environmental problems freely.And,central government should increase environmental investment and subsidy to Baoding, in particular, in the town and village area of Baoding. Also, the increment of water price in Baoding can be considered to save water. Furthermore, Excessive development and use of underground water should be banned to contain waste of water. Lastly, all level of governments should educate citizens, help their voluntary environmental reservation actions. Citizens can monitor, inform their hometown’s environmental problems voluntary. Also, they are able to develop renewable energy after receiving education. If governments can allow citizens’participation, they can decrease economic burden to increase environmental civil servicepersons, improve environmental condition in Baoding.
