지방소비자행정 거버넌스의 역동성 분석 (Dynamics of Governance for Local Consumer Public Administration)

초록

최근 지방소비자행정에서 거버넌스의 중요성이 강조되고 있으나 단지 거버넌스의 필요성을 선언적으로 제시하거나 유형별 거버넌스 모델을 제시할 뿐, 거버넌스의 동적인 변화와 특성을 규명함으로써 정책적 함의를 도출하기 위한 연구는 이루어지지 못하였다. 따라서 본 연구는 지방소비자행정 거버넌스의 역동성 분석을 위한 시론적 연구로서, 지방소비자행정 거버넌스의 주요 구성요소들로 구성된 분석모델을 수립하고 영역별 업무분석과 관련 법률 검토 및 심층 인터뷰 등 다각적 분석을 통해 거버넌스 주체와 참여수준의 동태적 변화 및 거버넌스 구축 요인을 미시적으로 살펴본다.
지방소비자행정의 핵심 영역인 특수거래, 소비자교육, 소비자상담에서의 거버넌스의 분석 결과를 보면, 지방소비자행정 업무의 진행과정에 따라 거버넌스의 구축요인, 참여 주체와 수준이 변화하는 역동적 특징을 나타내는 것으로 분석되었다. 특징적인 발견은 초기단계에는 공공영역의 역할과 참여가 부각되지만 업무가 진행되면서 NPOs와 민간영역의 역할과 참여수준이 더욱 강조되는 변화를 보였다. 이러한 결과를 토대로, 이 연구는 지방소비자행정 거버넌스에서 행정 영역별 특징에 따른 공공과 민간의 역할과 거버넌스 참여수준의 결정, 거버넌스에서 나타나는 변화와 과정 등 역동적 특성의 고려, 그리고 핵심적 거버넌스 구축요인의 파악과 거버넌스로 이어질 수 있는 메커니즘의 설계 등이 필요함을 제시하였다. 이 연구를 계기로 거버넌스의 역동적 특성과 관련한 다양한 후속연구가 이루어지기를 기대한다.

영어초록

Although local consumer public administration have recently emphasized governance among stakeholder, previous studies only have conceptually stressed the significance of governance and types of governance models. However these studies have not provided policy implication drawn from attributes of governance and its dynamic change. Thus, this study targets on building a model to analyze dynamics of local consumer public administration governance. This model is composed of main actors forming governance, the actors’ engagement level, and factors promoting the governance, and investigates these factors through institution and duty analysis, and in depth interview.
This study focuses on critical three fields of consumer education, consumer consultation, and special selling. Analytical results present distinctions of dynamic changes of actors’ composition, participation level, and critical factors building governance, which depend on procedures of duty progress for local consumer public administration. For example, this study suggests that public sectors’ role and engagement are remarkable in the initial stages, and roles and participating level of NPOs and private sectors have markedly increased by progressing consumer service to the last stage. For sustainable and successful governance of local consumer public administration, this study emphasizes policy decision makers need to consider the actors’ roles and governance participation based on attributes of public and private sectors, dynamic characteristics of governance activities, and build a mechanism and critical factors promoting the governance. The authors anticipate several follow up studies to analyze dynamic attributes and changes of governance for local consumer public administration.
