중국관광객 비자완화 정책을 둘러싼 행정부처 갈등과 조정 연구 (A Study on Conflicts and Mediation between Government Offices over Relaxation of Visa Policy on Chinese Tourists)

The issue of relaxing visa for Chinese tourists has long been raised by Ministry of Culture, Sports and Tourism (MCST) and the tourism industry. The MCST has argued that visa policy should be relaxed to promote the tourism industry, whereas Ministry of Justice, Ministry of Public Administration and Security, and Ministry of Foreign Affairs have opposed or negative attitude toward it because of realistic issues such as illegal stay of Chinese people. In fact, thanks to realistic reasons, decision on many tourism promotion policies, including easy visa processing for Chinese tourists, the zero rate VAT adoption to tour hotels, shortening of tour complex development procedures, treatment of the complex as an industrial one, and alleviation of tax, has been suspended.
As tour policy environments have varied and have been complicated in terms of interest, the conflicts between government offices have been on the rise. As a result, it has been more difficult to implement relevant policies through the medication between them. In the aspect, remarkably relaxing visa policy on Chinese tourists last year is a very special case.
What reasons made the case of easy visa processing for Chinese tourists, unlike other cases, bring out positive results? This work investigated the special efforts made to mediate conflicts between government offices of the MCTS as the main body to raise tour recognition. The result revealed that the difference from the conventional policy activities of the MCTS in the easy visa processing policy on Chinese tourists is the active and amicable intervention by the third party (organization). The third parties actively participated in mediation when the MCTS had difficulties persuading other offices.
