인구소멸 고위험 지방자치단체의 이주민 관련 조례의 문제점과 개선방향 - 외국인주민 비중이 높은 4개 기초 지방자치단체를 중심으로 - (A Study on the Direction of Revision of Ordinance on Migrants in Local Governments at High Risk of Population Extinction)

초록

그간 기초 지방자치단체는 계절노동자 모집․관리, 결혼이주민 지원 중심의 이주민 지원책을 추진하였다. 그러나 지역특화형 비자사업을 계기로 외국인유학생 유입, 우수인재 유치를 통한 동반성장의 길을 모색하고 재외동포와의 소통을 통해 지역소멸 위기를 극복하려는 움직임이 보이고 있다.
그동안 인구감소, 이주민 정착과 지원, 이주민 인권, 이주민 조례에 대해 다양한 연구가 진행되었으나, 인구감소시대의 기초 지방자치단체의 이민정책 추진 역량과 인구위기 극복을 위한 사업 진행의 관점에서 기초 지방자치단체 조례에 대한 연구에 관심은 부족하였다.
이에 본 연구는 인구소멸 고위험 지역으로 지정된 51곳 중 외국인주민 비중이 높은 상위 4개 기초 지방자치단체를 대상으로 외국인주민 지원 조례, 행정기구 설치 조례, 지방자치단체장 공약, 군청 조직과 업무분장을 상호문화이해와 공동체 구성원의 동반성장 관점에서 분석하였다.
분석결과 4개 지방자치단체는 사회통합 대상으로서 이주민 관점과 이민정책 수립 역량이 부족하고, 초기정착 지원 부족과 결혼이주민 중심의 지원 등 사회통합을 고려한 이주민 지원이 미흡하며, 이주민 참여 거버넌스의 형식화, 이주민 지원인력 부족 문제점이 나타났다.
본 연구는 정주 외국인 확보를 통한 지역소멸 위기를 극복하고, 안정적인 생산인구 확보로 지속성장의 길로 다가서기 위한 방안을 다음과 같이 제시하였다. 이주민 관련 조례의 목적 재정립, 기초자치단체의 이민정책 역량 강화, 이주 이전 또는 이주 초기부터 이주민 지원 및 지원대상과 시기 확대, 상호문화도시 벤치마킹을 통한 이주민 참여 거버넌스의 실질적 운영과 지원조직 기능 강화의 방향으로 이주민 지원 조례에 대한 개선방향을 사회통합의 관점에서 제안하였다.

영어초록

In the era of population decline, the central government has changed its policy from the use of short-term circular foreign workers to securing a population using migrants who will live for a long time and to securing a working population. Until now, primary local governments have promoted support measures for migrants centered on recruiting and managing seasonal workers and supporting married migrants. With the regional specialized visa project as an opportunity, it is necessary to overcome the crisis of regional extinction and seek a path for shared growth through partnership and communication with excellent talents such as foreign students and overseas Koreans.
Prior research conducted various studies on population decline, migrant settlement and support, migrant’s human rights, and migrant ordinances, but there was a lack of interest in research on primary local governments' ordinances from the perspective of immigration policy capabilities and projects to overcome the population crisis in the era of population decline.
This study analyzed the top four primary local governments with a high proportion of foreign residents among 51 primary local governments designated as high-risk local governments in terms of mutual cultural understanding and shared growth of community members.
As a result of the analysis, the four primary local governments lack the ability to establish immigration policies and view migrants as targets for social integration, lack of support for migrants considering social integration, such as lack of initial settlement support and support for marriage migrants, and problems such as formalization of migrant participation governance and lack of migrant support personnel.
In order to overcome the regional extinction crisis by securing resident foreigners and approach the path of sustainable growth, this study proposed ways to improve the Migrant Support Ordinance by re-establishing the purpose of the Migrant-related Ordinance from the perspective of social integration, strengthening the immigration policy capabilities of basic local governments, expanding the targets and timing of support such as migrant support from before or from the beginning of migration, and benchmarking cross-cultural cities.
