초록

본 연구는 전국 226개 기초자치단체의 분야별 재정지출이 재정자립도에 미치는 영향을 비교하여 재정지출의 효과를 분석하였다. 연구를 통해 기초자치단체의 재정지출에 대한 개선안을 마련하여 지방재정 위기 극복 논의에 보탬이 되고자 하였다. 연구를 위해 기초자치단체의 분야별 재정지출을 재정자립도와 연계하여 통계적 유의성을 분석하고 개선방안을 제시하였다.
연구분석 결과와 가설검증을 토대로 다음과 같이 정책적 함의를 제시하였다.
첫째, 기초자치단체의 공공행정, 수송･교통 분야 재정지출은 기초자치단체의 수입 증대 효과가 있으므로 이에 대한 재정지출을 확대하여 기초자치단체 재정운용에 긍정적인 효과를 가져올 수 있다.
둘째, 보건･복지 분야의 재정지출은 기초자치단체의 경제에 미치는 긍정적 효과가 낮은 것으로 나타났다. 그러나 보건･복지 분야의 재정지출은 단순한 재정적 목적이 아니라 국민의 삶을 향상하고 복지증진을 위한 다양한 정책을 추진하는 것이다. 그러므로 재정효과보다는 국민의 복지 차원에서 신중하고 세밀한 접근이 필요하다.
셋째, 기초자치단체의 분야별 재정지출 효과가 관련된 산업의 발전과 인프라 확충에 기여하고, 이를 통한 고용의 증대 등 기초자치단체의 경제활성화와 자체 운용 재원의 증가로 이어지는 선순환 구조를 이루도록 지속적인 개선이 필요하다.
마지막으로 기초자치단체의 분야별 재정지출 조정하여 재정지출의 효율성 제고를 추진해야 한다. 각 기초자치단체의 행정 특성 및 구조적 부분을 고려하고 타 기초자치단체의 성과를 벤치마킹하여 재정지출의 점유율을 변화시키는 것이 필요하다.
본 연구는 우리나라 226개 기초자치단체의 분야별 재정지출과 재정자립도의 관계를 분석한 것으로 개별기초자치단체에 대해 실증적으로 분석한 것에 의의가 있다. 특히, 정부의 재정지출 규모는 증가하고 경제성장의 둔화로 세수가 감소하는 상황에서 재정지출의 효과를 제고할 수 있는 방안을 도출한 것은 시의적절하다고 판단된다.

영어초록

This study analyzed the effect of fiscal expenditures by comparing the impact of fiscal expenditures by sector on the financial independence of 226 local governments across the country. Through research, we sought to contribute to discussions on overcoming the local financial crisis by preparing improvement plans for the financial expenditures of local governments. For the study, financial expenditures by sector of local governments were linked to financial independence, statistical significance was analyzed, and improvement measures were presented. Based on the research analysis results and hypothesis testing, policy implications were presented as follows. First, the financial expenditures of basic local governments in the areas of public administration, transport and transportation have the effect of increasing the income of basic local governments, so expanding financial expenditures in these areas can have a positive effect on the financial management of basic local governments. Second, financial expenditures in the health and welfare sectors were found to have a low positive effect on the economy of local governments. However, financial expenditures in the health and welfare sectors are not simply for financial purposes, but are aimed at improving the lives of people and promoting various policies to promote welfare. Therefore, a careful and detailed approach is needed from the perspective of public welfare rather than financial effects. Third, continuous improvement is necessary so that the effects of financial expenditures by local governments contribute to the development of related industries and expansion of infrastructure, thereby creating a virtuous cycle that leads to economic revitalization of local governments and an increase in self-operated financial resources, including increased employment. Lastly, it is necessary to improve the efficiency of fiscal expenditures by adjusting the fiscal expenditures of local governments by sector. It is necessary to change the share of financial expenditures by considering the administrative characteristics and structural aspects of each local government and benchmarking the performance of other local governments.
This study analyzed the relationship between financial expenditures and financial independence in each field of Korea's 226 local governments and is significant in that it empirically analyzed individual local governments.
