주민참여예산제 운영의 참여성과 심의성 연구 - 서울, 부산, 대구 3개 광역도시를 중심으로 - (A Study on the Participation and Deliberation of the Civil Participatory Budget System: Focused on Seoul, Busan, and Daegue)

초록

서울, 부산, 대구 등 세 광역도시를 대상으로 하여 각 지방정부의 주민참여예산제가 갖고 있는 강점과 약점을 고찰하고 정책적 ‧ 실천적 과제를 도출하는 것이 이 연구의 목적이다. 주민참여예산제의 이론적 배경이 되는 참여민주주의와 심의민주주의의 고찰을 통해 분석지표를 추출하고 참여성과 심의성의 관점에서 주민참여예산제의 함의를 모색하고자 하였다.
참여성의 분석지표는 시민사회에 대한 개방성과 소통, 위원 구성의 비례성과 민주성, 시민제안과 선정단계의 시민참여 수준 등 3가지로, 전반적인 참여의 개방성과 공정성을 파악하였다. 심의성의 분석지표는 다층적 심의장치의 유무, 위원회별 안건과 숙의수준, 그리고 평가 ‧ 환류체계 유무와 숙의수준으로 구성된다.
분석 결과 서울의 참여성과 심의성이 부산, 대구에 비해 다소 높은 것으로 평가됐다. 서울은 또한 참여예산제의 운영체계와 심의기구가 다층적 구조를 띠고 있어 심의의 양적 평가에서도 부산과 대구를 앞서고 있다 그러나 서울을 비롯한 세 지역 모두 각 회의체별 숙의수준이 높지 않고 회의가 피상적 논의에 그치고 있어 심의의 질적 수준은 미흡한 것으로 드러났다. 광역도시의 주민참여예산제 정착을 위한 실천과제로 자치구 지역회의와 본청 참여예산위원회의 연계구조 확립, 위원 구성시 당연직 공무원 배제와 공모직 확대, 참여예산의 공공성 강화를 위해 주제별 지역회의 운영, 정보통신기술을 활용한 전자민주주의 적극 활용, 예산학교의 확대운영 등을 제안하였다.

영어초록

This study aims at identifying political and practical tasks based on the strengths and weakness of the civil participatory budget systems operated in local governments of Seoul, Busan, and Daegue. It also looks into the implications of operating the system from the perspective of participation and deliberation with indicators drawn from contemplation aboutparticipatory and deliberative democracy, which are the theoretical backgrounds of the civil participatory budget system.
Indicators for the participation are first, the openness to civil society and the degree of communication, second, the proportionality and democratic process in organizing members of the system, and third, the degree of participation of people in suggesting and selecting items for the system. With these indicators, the openness and fairness of the overall participation of people are figured out. Indicators for the deliberation consist of whether or not the systems have multi-layered deliberation and evaluationㆍfeed-back processes, agenda items by each committee, and the degree of deliberation.
The analysis outcome suggests that the degree of participation and deliberation of the system in Seoul are rather higher than those in Busan and Daegue. Besides, the Seoul system has multi-layered deliberation and operation processes, which beats the systems of Busan and Daegue in terms of quantitative evaluation of deliberation. The qualitative deliberation levels of the systems in the cities including Seoul, however, don't meet the expectation, showing deliberations going on just at superficial levels. Therefore, it is suggested to establish firm connection between meetings in local offices and participatory budget committees in head offices, excluding committee member civil servants and expanding public participation in forming committee members, operating local meetings for each issue to strengthen public aspect of the participatory budget, taking full advantage of electronic democracy based on information and communication technology, and expanding the operation of budget schools as tasks to carry out.
