귀농·귀촌자의 지역선택요인에 관한 연구: 경상북도 6개 시‧군을 대상으로 (A Study on the Selecting Factors of Areas for Returning to Farm and Rural: Focusing on 6 Cities and Counties in Gyeongsangbuk-do)

초록

본 연구의 목적은 귀농·귀촌자의 지역선택요인을 분석하는 것이다. 이를 위해 경상북도 6개 시·군(영주시, 영천시, 상주시, 의성군, 청도군, 봉화군)의 귀농·귀촌자를 대상으로 설문조사를 실시하였다. 먼저 선행연구를 고찰하여 지역선택요인을 생활여건요인, 영농여건요인, 정책여건요인으로 구분하였다. 그리고 귀농·귀촌자의 지역선택요인을 분석하기 위해 다항로지스틱모형을 활용하였다.
지역선택에 유의미한 영향을 미치는 변수는 다음과 같다. 첫째, 생활여건은 연고지, 교육여건, 귀농·귀촌자 수, 대도시 접근성, 둘째, 영농여건은 작목주산지, 농지가격, 지역영농유형, 고소득 귀농자 수, 셋째, 정책여건은 지역정보제공 변수로 나타났다.
전형적 농업‧농촌지역인 봉화군을 참조범주로 한 지역별 귀농·귀촌 지역선택요인의 분석결과는 다음과 같다. 첫째, 영주시는 교육여건, 귀농·귀촌자 수, 대도시 접근성, 영농대상 작목주산지 등이다. 둘째, 영천시는 교육여건, 귀농·귀촌자 수, 대도시 접근성 등이 주요 요인이었다. 셋째, 상주시는 대도시 접근성, 농지가격과 규모, 다양한 영농유형이 지역선택 요인이고 넷째, 의성군은 연고지, 교육여건, 대도시 접근성이었다. 다섯째, 청도군은 교육여건, 귀농·귀촌자 수, 대도시 접근성, 농지가격 및 규모 등이 지역선택의 주요 요인인 것으로 나타났다.
종합적으로 생활여건요인이 지역선택에 가장 많은 영향을 주었고, 이중 대도시 접근성이 가장 큰 영향요인으로 나타났다.

영어초록

This study aims to identify selecting factors of areas for returning to farm and rural. For this, this study surveyed urban to rural returners of six cities and counties, Yeongju, Youngcheon, Sangju, Uiseong, Cheongdo, and Bonghwa which locate in Kyungsangbuk-Do. At first, this study divides selecting factors of returning to farm and rural into three relevant variables that are living condition, farming condition, and policy in reference to precedent studies and theories. This study utilizes multinomial logistic regression analysis to identify the selecting factors. As relevant variable, living condition includes hometown, education condition, number of urban to rural returners, and accessibility to metropolitan city. Also, farming condition contains production area, price and scale of farmland, types of local farming, and high-income earners among farm and rural returners. Lastly, provision of local information is included in policy variable. This study result indicates that education condition, number of urban to rural returners, accessibility to metropolitan city, and production area are significant selecting factors to urban to rural returners in city of Yeongju. Secondly, education condition, number of urban to rural returners, and accessibility to metropolitan city are significant factors to urban to rural returners in city of Youngcheon. Third, accessibility to metropolitan city, price and scale of farmland, types of framing show high levels of significance among urban to rural returners in city of Sangju. Fourth, hometown, education condition, accessibility to metropolitan city are significant factors to urban to rural returners in city of Uiseong. Finally, urban to rural returners in city of Cheongdo regard education condition, number of urban to rural returners, accessibility to metropolitan city, and price and scale of farmland as significant selecting factors. In conclusion, selecting factors of returning to farm and rural are mostly affected by living condition variable and it is implied that accessibility to metropolitan city is a major determinant factor for returning to farm and rural.
