초록

공공시설은 국가나 공공단체가 공공의 편의나 복지를 위해 설치한 시설로서 주민에게 쾌적한 생활을 제공하고 더불어 안전 등 사회 보호 기능과 교육 등의 기본사회 서비스를 제공한다.(2010,이주일) 공공시설용지는 도시의 공공성을 제공하는 기반시설의 설치를 위한 용지로서 쾌적한 주민생활환경 조성에 중요한 역할을 담당한다.
공공시설용지는 국가, 지자체 및 관계기관을 지정매수자로 지니는 특징을 지닌다. 그러나 이러한 특성은 택지개발사업지구의 준공 이후에도 공공시설용지가 지정매수자의 매수결정 또는 매수포기 이후 용도변경 시기까지 장기간 미매각으로 남아있게 하는 요인으로 작용한다.
장기간 미매각된 공공시설용지는 우선 주민에게는 생활편익 및 복지시설의 미확충으로 생활의 불편함을 초래하며, 도시차원에서는 토지이용의 효율성 및 도시기능 저하의 문제점을 가져온다. 또한 사업시행자에게는 현금흐름을 악화시키는 요인으로 작용한다.

영어초록

The public facilities sites presents public characteristics and the only authorized public institutions can purchase theses lands. Due to theses characteristics, public facilities sites remain often unsold for a long time, waiting for public purchasers' decision. However, the long-delayed unsold public facilities sites bring deterioration of living environment due to lack of facilities and low efficiency of land use. The long-delayed unsold phenomena of fallibilities sites occur because of non detailed plan, suspension of purchasers' decision, inadequate regulations for changing land use. Among these causes, the excessive land estimation work as a main problem, because if lands are planned overestimated, complicated procedures are necessary to change land use. Therefore, this study aims to examine the adequacy of planning standard of public facilities sites. Concentrated on school facilities, this research shows the difference between the standards of current urbanism regulations and the standards of authorized public institutions. By showing the accord of quantity of unsold lands and overestimated facilities lands presumed by using public purchasers' own standards, this research arrives at a conclusion on the needs of improvement of planning standard for public facilities sites.The public facilities sites presents public characteristics and the only authorized public institutions can purchase theses lands.
