광역두만개발사업 협력과 지원을 위한 입법 제언 (A Study on the Legislative Proposals for Cooperation and Support in the Greater Tumen Initiative Project)

초록

본 연구 목적은 GTI 사업의 협력과 지원을 위한 입법 제언에 있다. GTI 입법을 통해 동북아지역 중 상대적으로 개발이 낙후된 GTI 대상지역의 국내지역 개발을 촉진·지원함으로써 경제 수준을 향상시킬 수 있다. 그리고 GTI 입법을 통해 동북아지역의 균형 있는 성장과 발전을 도모하고 한반도와 유라시아대륙의 교통로 연결 및 확충으로 유라시아대륙 국가의 경제교류 협력을 증진시켜 국가발전의 새로운 성장동력을 마련해 향후 한반도 통일을 위한 기반 조성에 기여할 수있다. GTI 사업의 협력과 지원을 위한 입법 내용은 다음과 같다.
GTI 사업을 효율적으로 추진하기 위하여 3년마다 기본계획을 수립하고 기본계획을 수립하거나 변경하는 때에는 GTI 추진위원회의 심의를 거치도록 한다. GTI 사업의 효율적 추진을 위하여부처 간, 회원국 지방자치단체 간 업무협력체계를 구축하도록 규정하여야 한다. 국가는 GTI 사업이 안정적으로 추진될 수 있도록 재원조달 계획 등을 수립하여 필요한 재원이 반영되도록 노력하여야 한다. GTI 사업의 대상지역 간 실질적 경제협력을 촉진하기 위하여 한국의 특성을 반영한 국제협력시범구를 지정하여야 한다. 국가는 GTI 사업의 촉진 및 지원을 위한 재원의 일부를민간자본으로 유치하여 추진할 수 있도록 하여야 한다. 국가는 GTI 사업의 대상지역 사이 인적자원과 물적 자원을 자유롭게 이동할 수 있도록 무역·투자·관광 등 경제교류 협력 촉진 의무를 부여하여야 한다. 국가가 GTI 회원국 지방자치단체 및 기업의 각종 경제교류 협력 사업을 적극 지원할 수 있도록 규정하여야 한다. 국가는 GTI 역내 경제협력·발전 방안, GTI 전략적 활용방안 등의 연구개발 필요성이 있다.

영어초록

The purpose of this study is to propose legislation for the Greater Tumen Initiative (GTI)cooperation and support. Through the GTI legislation, it is possible to improve the economic levelby promoting and supporting domestic regional development in the GTI target region, which isrelatively underdeveloped in Northeast Asia. In addition, the GTI legislation promotes balancedgrowth and development in the Northeast Asian region and promotes economic exchange andcooperation between countries in the Eurasian continent by connecting and expanding transportationroutes between the Korean Peninsula and the Eurasian continent. It can contribute to thefoundation. The following are the legislative contents for GTI cooperation and support.
In order to effectively promote the GTI projects, the Korean government needs to establish theGTI promotion Committee, an internal decision-making mechanism. This committee will decide onthe overall development plan every three years, and also deliberate whether to establish or changethe plan. For an efficient promotion of the GTI projects, the committee should be consisted ofvarious business sectors, relevant ministries, and local governments of the member countries. In orderto stably promote the GTI projects, the Korean government and the member countries will findnecessary financial resources, and establish a detailed financial scheme in the mid-term, reflecting thepotential development projects of the GTI in the legislation. Creating a demonstration zone forinternational cooperation can also be considered, taking into account the characteristics of the GTItarget areas. The legislation should also cover the Private Public Partnership(PPP) projects andactivities that focus on attracting private sector resources. It is stipulated for the member countriesto actively support various economic exchange and cooperation projects of local governments andenterprises. Unnecessary laws and regulations on free trade, investment and human resourceexchanges in the GTI region. The legislation needs to include the government’s responsibility tofinancially and administratively support enterprises, local governments and research institutes involvedin the GTI cooperation.
