초록

The social and spatial segregation of displacees in the new place have caused psychological and practical impoverishment. Their impact accelerated the alienation of displacees instead of their articulation into the new area. This disarticulation compels many of them to return to the urban areas where they can maintain their informal way of housing and working. A point of inquiry might be why these people appear to have no other option than an informal way of life or continue their dependence on the ‘kolorum(unfranchised or illegal)’ way of doing things.
It is evident that increasing social capital does not figure in the development program of the Philippine government relative to urban poor resettlement. Considering the characteristics of the urban poor’s social capital, the current policy fails to nurture its creation, creativity or sustainability. Korean ODA policy discourses are evaluated as donor-centric because ODA is an effective means for advancing simultaneously the wellbeing of Korean people while serving as a good strategy to globalize the particular national development experiences.
It is clear that because there was little understanding of and perhaps sympathy for the difficult lives of the poor and given the general unwillingness of the authorities to listen to the harsh realities of dislocation, thousands of poor families were forced into greater poverty and misery.
