초록

남한에 있는 성곽 가운데 남한강상류(강원도-태백, 정선, 영월, 충청북도-제천, 단양), 영동지방(강원도-고성, 속초, 양양, 강릉, 동해, 삼척), 섬강‧평창강유역(강원도-평창, 원주)은 고구려와 신라의 접경지역, 고려시대 몽고, 왜구 등의 잦은 침입, 조선시대 왜구의 침입과 같은 역사적 배경이 있다.
남한강상류는 영서지방의 남부지역과 충청북도 북부지방에 해당한다. 북쪽부터 태백-정선-영월-단양-제천으로 이어지며, 태백시를 제외한 시군에 성곽이 41곳이 위치하고 있다. 영동지방은 북쪽부터 이어진 태백산백의 동쪽에 위치하여, 넓지 않은 평지를 가지고 있음에도 불구하고 총 51곳의 성곽이 분포하고 있다. 섬강‧평창강유역은 강원도 남부지방 일부이다. 험한 산악지형에 9곳에 산성이 분포하며, 특히 치악산에는 3곳의 성곽이 분포하고 있어 고대부터 조선시대까지 축성이 이뤄지고 있어 주목된다.
성곽 가운데 발굴조사된 영월 정양산성과 강릉 강문동토성을 살펴보면 다음과 같다.
영월 정양산성은 2010~2022년까지 총 12차 발굴조사를 진행하였다. 그 중 성벽에 대한 발굴조사는 총 9차례 진행되었으며, 그 중 발굴조사를 통해 내성 서쪽 성벽이 보축성벽을 포함하여 16.3m로 가장 높다. 기저부조성, 여장시설, 성벽의 상면마감, 석심토축 등이 조사되어 성벽의 초축 및 증축, 구조에 대해서 많은 부분 밝혀졌다. 출토유물은 크게 토기류, 기와류, 철기류 등 다종다양하며, 발굴조사 된 내용을 정리하면 영월 정양산성은 5세기 후반~조선시대 전반으로 운영시기를 추정해 볼 수 있다.
강릉 강문동토성은 2012~2013년까지 토성의 전체를 발굴조사하였다. 전체적인 지형은 동고서저이며, 구간마다 성벽의 축조 방식이 차이를 보이고 있다. A‧B지구는 성토작업→상면 정지작업→외측에 토제시설 조성→성토작업 등이 수차례 반복된다. C지구는 지형적으로 A‧B지구와는 다른 독립된 듯 한 양상을 보이며, 기반암 정지작업→성토작업→토축조성의 순서의 축조공정을 확인할 수 있다. 강릉 강문동토성에서는 유구 및 유물로 살펴본 운영시기는 4세기 말~6세기 전반으로 볼 수 있다.
이상으로 남한강상류, 영동지방, 섬강‧평창강유역에 분포하는 성곽을 정리하고 그 중 영월 정양산성과 강릉 강문동토성의 발굴조사 내용을 간략히 살펴보았다. 그러나 아직까지 초축, 주변유적과의 관계(시기), 축조방식 등 학자들 마다 견해가 엇갈리기 있기 때문에 보다 이 지역에 대한 체계적인 조사와 면밀한 검토가 요구된다. 이런 문제들이 하나씩 풀린다면 성곽연구에 중요한 자료가 될 것이다.

영어초록

Among the fortresses in South Korea, the upper reaches of the Namhan-gang, the Yeongdong region, and the Seom-gang‧Pyeongchang-gang basin has historical backgrounds such as the border area between Goguryeo and Silla, frequent invasions by Mongols and Japanese pirates during the Goryeo Dynasty, and invasions by Japanese raiders during the Joseon Dynasty.
The upper reaches of the Namhan-gang correspond to the southern of Yeongseo region, Gangwon-do and the northern region of Chungcheongbuk-do. Along the stem of the Namhan-gang, it runs from Taebaek to Jecheon, and 41 fortresses are located in cities and counties except Taebaek. The Yeongdong region of Gangwon-do is located in the eastern part of the Taebaek Mountain Range, which runs from the north, and has a total of 51 fortresses, despite having a not wide flat land. The Seom-gang‧Pyeongchang-gang Basin is a part of the southern part of Gangwon-do. Mountains are distributed in nine places in the rugged mountainous terrain, In particular, there are three fortresses distributed in Chiaksan, which attract attention as they have been built from ancient times to the Joseon Dynasty.
Among the well-arranged fortresses, Jeongyang mountain Fortress in Yeongwol and Gangmundong earthen Fortress in Gangneung excavated are as follows.
A total of 12 excavations were conducted from 2010 to 2022 on Jeongyang Mountain Fortress in Yeongwol. Among them, the western wall of the inner castle was the tallest at 16.3m including the auxiliary wall. By arranging the contents of the excavation, it is possible to estimate the period of operation of Jeongyang mountain Fortress in Yeongwol from the late 5th century to the early Joseon Dynasty.
Gangmun-dong earthen Fortress was excavated and surveyed from 2012 to 2013. The overall topography is east-high, west-low, and the construction method of the fortress wall is different for each section. Gangmundong earthen Fortress in Gangneung can be seen as the period of operation from the end of the 4th century to the first half of the 6th century.
Above, the fortresses distributed in the upper reaches of the Namhan-gang, the Yeongdong region, and the Seom-gang‧Pyeongchang-gang basin were organized, and among them, the contents of the excavation survey of Jeongyang mountain Fortress in Yeongwol and Gangmundong earthen Fortress in Gangneung were briefly reviewed. However, there are still conflicting views among scholars regarding the construction of the site, the relationship with the surrounding ruins (time), and the construction method, so a more systematic investigation and closer examination of this area is required. If these problems are solved one by one, it will be an important data for the study of ancient Korean history.
