다층적 거버넌스 확산을 통한 농촌 비점오염원 관리 : 부안 동진강유역과 이천 설성천유역 사례를 중심으로 (Management of Non-point Sources Pollution in Rural Area by Diffusion of Multilevel Governance: Focusing on the Case of Dongjin-River Basin and the Icheon Seolseong Stream Basin)

초록

비점오염원관리는 공간적 차원의 의미를 넘어 물 관리 이슈와 관련된 다양한 이해관계자가 참여하는 거버넌스 방식을 통해 해결할 수 있다. 본 연구는 농촌의 비점오염원을 관리하기 위한 다층적 거버넌스 모형 제시를 위하여 선행연구를 검토하고, 거버넌스 지표평가 및 사회연결망분석을 실시하였다. 연구대상 지역은 전라북도 부안군 동진강유역과 경기도 이천시 설성천유역을 설정하였다. 분석 결과를바탕으로 농촌 비점오염원관리 거버넌스의 구성원 내 핵심 수행자를 규명하여 거버넌스 구축 및 확산 방안을 마련하고자 하였다. 농촌 비점오염원관리 거버넌스 평가 결과, 부안 동진강유역은 거버넌스의 실행단계로 농촌 비점오염원관리 거버넌스의 자립화를 위한 활동들이 이루어져야 하는 수준에 도달하였으며, 이천 설성천유역 역시 거버넌스 실행단계의 초기 진입단계로 평가되었다. 사회연결망 역할분석 결과는 중간지원조직의 현장활동가그룹과 마을리더그룹이 핵심 수행자로 나타났다. 활동가그룹과 마을리더그룹의 활동 지원을 통해 마을공동체는 비점오염원관리를 위한 공동체 의식과 주민역량을 강화할 수 있는 관계구조를 형성하고 신뢰를 바탕으로 한 사회적 자본을 형성하였다. 농촌 비점오염원관리는 단순히 자발적인 참여만을 강조하는 주민참여형 물 관리를 넘어 농촌의 상황과 유역의 특성에 맞는 관리와 다양한 이해관계자들이 참여하는 거버넌스로 접근되어야 한다는 결론에 도달했다. 또한 농촌 비점오염원관리거버넌스는 중간지원조직을 도입하여 민간부문과 공공부문을 연계하고, 지속가능한 공론의 장을 마련해야 한다는 필요성이 요구되었다. 이상의 연구 결과를 통해, 농촌 비점오염원 관리를 위해 구축된 거버넌스의 격차를 줄이고 나아가 다층적 거버넌스를 확산시키기 위한 정책적 요소를 도출하였다.

영어초록

The NSP management can be addressed through a governance approach that involves various stakeholders related to water management issues since they go beyond the scope of locations. To propose a multilevel governance model for the management of NSP in rural areas, this paper reviewed previous studies and performed governance evaluation and social network analysis. The examined areas were the Dongjin-River Basin in North Jeolla Province and the Icheon Seolseong Stream Basin in Gyeonggi Province. Based on the results, this study attempted to prepare measures to establish and disseminate power by identifying key performers among the members of the NSP management governance in rural areas through a network analysis of the governance members. The evaluation results indicated that the governance of the Dongjin River Basin has reached the implementation stage of NSP management governance in rural areas, and it should execute activities to foster self-reliance. Evaluations also showed that the governance of the Icheon Seolseong Stream Basin was at an early phase of the implementation stage. According to the role analysis of social network, the field activists’ group and the village leaders’ group from intermediary support organizations were key performers. Through activity support for both groups, the village community not only built a relational structure that strengthened the sense of community and citizens’ capabilities but also formed social capital based on trust regarding the NSP management. The study concluded that the NSP management in rural areas should reach beyond citizens’ participation of water management that emphasizes only their voluntary participation. It should be approached through governance that engages various stakeholders and be managed according to the unique circumstances of rural areas and characteristics of basins. Furthermore, the need for intermediary support organizations that can connect the private and public sectors, and provide a sustainable forum for public debate, is required. Based on the above findings, the following policy implications were drawn to reduce gaps in the governance that was formed to manage NSP and to disseminate the implementation of multilevel governance.
