감리제재조치가 이익조정 및 기업가치에 미치는 영향 (The Effect of the Fraud－related Fss Enforcement Actions on Earnings Management and Firm Value)

초록

[연구목적] 감리제재조치가 이익조정과 기업가치에 미치는 영향을 실증적으로 검증함으로써 감리제도의 정책효과를 분석하는데 있다.
[연구방법] 본 연구는 2007년부터 2018년까지 유가증권시장 및 코스닥시장에 계속 상장되어 있는 285개(기업－연도) 표본을 대상으로 회귀분석을 실시하였다.
[연구결과] 첫째, 감리제재조치를 받은 기업에서 실제이익조정이 유의한 음(－)의값으로 나타났으며, Tobin’s Q는 유의한 양(＋)의 값으로 나타났다. 둘째, 감리제재조치를 받은 기업을 대상으로 전․후 3년 및 전․후 2년을 비교분석한 결과 이익조정은 감리제재조치 이후 유의한 음(－)의 값이 나타나 이익조정을 더 크게 감소시키는 것으로 나타났다. 또한 기업가치는 감리제재조치이후에 더 증가하는 것으로나타났다. 셋째, 감리제재조치의 유형을 병과조치를 받은 기업과 기본조치를 받은기업으로 구분하여 분석한 결과 모두 유의한 결과가 나타나지 않았다.
[연구의 시사점] 감리제도의 효과성을 이익조정 및 기업가치를 이용하여 비교적 장기간에 걸친 분석과 기업간 및 기간간 비교를 통해 종합적이고 정교한 분석을 하였다는데 의의가 있다. 그리고 ‘감리결과조치양정기준’에 따른 감리제재조치의 유형을 병과조치와 기본조치로 구분하여 분석한 본 연구의 결과는 학계 및 제도입안자들에게 도움을 줄 수 있을 것으로 보인다.

영어초록

[Purpose] This study examines whether the fraud－related FSS enforcement actions impacts earnings management and firm value with the comparison of their difference between sanctioned firms and not－sanctioned firms, between before－sanction years and after－sanction years, and basic sanctioned firms and serious sanctioned firms.
[Methodology] Regression analyses are performed using a sample of 95 sanctioned and 190 not－sanctioned firm－years listed in Korea Exchange. Kothari et al.(2005)’s performance－matching model and Roychowdhury(2006) model are used to measure earnings management. Tobin’s Q is used to measure firm value.
[Findings] Regression results are as follows. First, the difference of accruals－based earnings management between sanctioned firms and not－sanctioned firms is not significant, but real earnings management is more significantly decreased in sanctioned firms than in not－sanctioned firms. And firm value is more significantly increased in sanctioned firms than in not－sanctioned firms. Second, accruals－based and real earnings management are more significantly decreased in after－sanction 3 and 2 years than in before－sanction 3 and 2 years. And firm value is more significantly increased in after－sanction 3 and 2 years than in before－sanction 3 and 2 years. Finally, the difference of accruals－based and real earnings management, and firm value between basic sanctioned firms and serious sanctioned firms are not significant.
[Implications] The meanings of these findings are as follows. First, the fraud－ related FSS enforcement actions are effective to improve the reliability of accounting information in financial statements. But the type of the fraud－related FSS enforcement actions is not effective to improve the quality of accounting information in financial statements. These findings of this study may be devoted to build up accounting regulatory policy in government side and to develop accounting research in academic areas.
