감사인 지정 사유의 차이와 시장의 차별적 반응 (Different Reasons of Mandatory Auditor Designation and Market Responses to Them)

초록

감사인 지정제도(mandatory auditor designation)는 감사인 자유수임제에 대한 예외적인 경우로서 규제당국이 자율적인 감사시장에 직접적으로 개입하는 특수한 경우이다. 이러한 감사인 지정제도의 타당성과 관련하여 선행연구들은 감사인 지정기업의 재량적발생액 변화나 감사인 지정에 대한 시장반응을 이용하여 감사인 지정제도의 효과를 분석하고 있다.
그런데 재량적발생액을 이용한 선행연구는 감사인 지정 사유의 차이에 따르는 효과를 분석하고 있지만 감사인 지정에 대한 시장반응 연구는 감사인 지정 사유의 차이에 따라 시장반응이 어떻게 달라지는지를 구분하고 있지 못하다. 이에 따라 본 연구는 소유/경영미분리 사유와 부채비율과다 사유로 감사인이 지정된 기업을 대상으로 감사인 지정 사유에 따르는 시장반응의 차이를 분석하였다. 분석을 위하여 1994년부터 2002년까지 각 년도에 최초로 감사인 지정을 받은 기업 140개 기업－년과 그 대응기업 140개 기업－년을 표본으로 하였다.
분석 결과, 감사인 지정일을 전후한 일정 기간 동안 소유/경영미분리 감사인 지정기업의 누적초과수익률은 유의적인 양(＋)의 값으로, 부채비율과다 감사인 지정기업의 누적초과수익률은 유의적인 음(－)의 값으로 나타나 감사인 지정 사유에 따라 시장의 반응이 차별적으로 나타났다. 그러나 감사인의 최초 지정년도 이전 3년부터 이후 3년까지 각 연도별로 수익률－이익 모형을 이용하여 이익반응계수를 구한 결과, 그 이익반응계수의 추세는 감사인 지정년도까지는 유의적으로 감소하다가 그 이후에는 유의적으로 증가하여 장기적으로는 감사인 지정 사유와 관계없이 시장은 감사인 지정에 대하여 긍정적인 평가를 하는 것으로 나타났다.

영어초록

Mandatory auditor designation is an exceptional policy that allows the government to intervene in the free audit market by designating auditors with its own decision. To evaluate the effects of mandatory auditor designation, researchers have used two streams of research methods；discretionary accruals by and market response to mandatory auditor designation.
Research on discretionary accruals show that discretionary accruals have changed differently with the causes of mandatory auditor designation. However, market response research has not yet examined whether market responds differentially with the causes of mandatory auditor designation.
Therefore, the purpose of the paper is to investigate whether there are different market responses to the auditor designated firms according to the causes of mandatory auditor designation. Especially, this paper considers two causes of mandatory auditor designation；the separation of ownership and management and the high debt ratio.
The results are as follows. First, market responds positively to mandatory auditor designation when the designation is due to the separation of ownership and management. However, market responds negatively to mandatory auditor designation when the designation is due to the high debt ratio. Second, ERC, estimated from return－earnings model, decreases to the year of mandatory auditor designation, for three years, but increases for three years after the year of mandatory auditor designation.
In brief, the results implies that market responds differentially, in the very short window, to mandatory auditor designation with the causes of mandatory auditor designation, but that market responds positively, for long window, to mandatory auditor designation, irrespective of the causes of mandatory auditor designation.
