감사보고서 감리제도의 효과 －이익지속성을 중심으로－ (Effectiveness of the Audit Report Review System －Focusing on Earnings Persistence－)

초록

본 연구는 감사보고서 감리제도의 효과를 기업의 이익의 질을 나타내는 이익지속성과 관련하여검정한다. 감사보고서 감리는 감사가 회계감사기준에 따라 적절하게 이루어졌는지를 감시함으로써보고된 재무제표의 투명성과 신뢰성을 높이고자 증권선물위원회와 증권선물위원회의 위탁을 받은한국공인회계사회가 실시한다.
선행연구(최 관과 백원선 1998；박종성 1999)에 의하면 감리지적기업은 재량발생액이 크며, 이는 발생액을 이용하여 이익을 상향조정함을 나타낸다. 즉 감리지적기업의 회계이익은 이익조정이내포되어 있으며 이익지속성이 낮을 가능성이 높다. 하지만 감리지적이후에 경영자의 이익조정의도의 감소 혹은 감사품질의 증가 등으로 이익조정이 감소된다면 이익지속성 또한 증가할 것이다.
감리지적 이후에 이익지속성이 증가될 것이라는 본 연구의 분석결과가 예상과 일치한다면 이는 감사보고서 감리제도가 이익조정 행위를 억제하는 효과가 있음을 나타내는 것이다.
분석방법은 차기이익(Et＋1)을 종속변수로 한 다중회귀분석을 이용하였으며 주요 분석결과는 다음과 같다. 감사보고서 감리지적기업은 지적조치 전에 비해 지적조치 후에 이익지속성이 향상됨으로써 보고된 이익의 질이 높아진 것으로 나타났다. 이는 발생액과 영업현금흐름 모두에서 차기이익에 대한 지속성이 향상된 데 기인한 것으로 나타났다. 이러한 결과는 감리지적으로 발생액을 이용한 이익조정이 억제되고 재무제표의 투명성이 향상되는 방향으로 긍정적인 효과가 있음을 시사한다. 감사인의 감시를 통한 재무제표의 투명성과 신뢰성을 증가시키기 위해 도입된 감사보고서의 감리제도가 효과적으로 운영되고 있는지를 실증적으로 검정한 본 연구의 결과는 관련제도의 보완과정착을 위해 중요한 기여가 될 것이다.

영어초록

This study investigates whether the audit report review system control the firm's earnings management and increase the earnings persistence or not. The purpose of the audit report review system is to monitor the audit results and eventually to improve accounting transparency. Prior studies suggested that the firms indicated by reviewing the audit report show more highly managed earnings relative to those not indicated. Those indicated firms show higher discretionary accruals, which induce artificial earnings elevation. The earnings management is not persistent in nature. So the earning management is possibly inferred having adverse effects on earnings persistence. In this study, we would like to examine the effectiveness of audit report review system of the Financial Supervisory Service(FSS), especially investigating the relations between the audit report review system and the earnings persistence.
Earnings persistence is defined as the covariance between the current year earnings and the next year earnings divided by the variance of current year earnings. As the earnings of the indicated firms are supposed to be managed, the earnings persistence is doubted to be lower. But the earnings management of the indicated firms is expected to be controlled after indication, the earnings persistence would be increased after indication. In order to examine whether the inference be true or not, the paper hypothesizes the earnings persistence would be improved after audit report indication.
The sample for the test consists of 176 firm－years ended in December from 2000 through 2009, traded in the Korean Stock Exchange during the period. The test results of the study show that the earnings persistence after indication be significantly improved. The improved earnings persistence of the indicated firms suggests that the audit report review system would control the discretionary accruals and then increase transparency of the financial statements. The conclusion of this paper would be helpful for the FSS setting supervisory policies for successful audit report review system.
