초록

Purpose - The purpose of this study is to analyze the current status and problems of the investment promotion and to find ways to improve the investment system through comparative analysis with domestic economic special zones such as jeju investment promotion district.
Research design, data, and methodology - In order to analyze the current status and problems of the investment promotion, the actual conditions of investment promotion districts and economic special zones are analyzed through literature research and case studies. Then a comparative analysis on the investment promotion system between the Jeju autonomous region and overseas developed countries was conducted. Based on this analysis, the improvement plan for the promotion of investment attraction of Jeju investment promotion districts has been derived.
Result -The investment support system of Jeju Special Self-Governing Province is weaker than that of other competitive international cities and there is no difference in the tax advantages. Thus, the supplementary measures should be provided. In addition, it can be pointed out that the linkage between economic policy, commercial policy and special government policy is insufficient due to the problem of compliance with related industrial policy, and there is a problem that the policy connection between ministries is insufficient by operating similar special zones for each government ministry.
Conclusion - The investment promotion district needs a policy effort to improve the investment efficiency such as shifting the target scope of the investment promotion district to a negative system for fostering the leading industry of Jeju Free International City. The investment promotion zone needs to make policy efforts to improve investment efficiency in order to foster core industries of Jeju International Free City. Therefore, the scope of investment promotion zone should first be switched from the current positive method to the negative method. Also, efforts are needed to improve the problem of post-management. It is also urgent to expand the basic infrastructure. However, the location of geopolitical, transportation and economic demands in Jeju Island is inferior compared to those of Hong Kong and other competitors. In view of this, we should seek active support for the expansion of infrastructure in the central government's resources.
