‘북미 간 비핵화 협상’에 대한 러시아의 전략적 입장 (Russia’s strategic position on ‘denuclearization talks between North Korea and the United States’)

초록

이 글의 목적은 북미 간 비핵화 협상 자체와 합의 과정에서 러시아가 보이는 입장과 대응 방향을 분석하고, 이를 통해 북한 비핵화와 한반도 평화번영 체제 구축 과정에서 취할 러시아의 전략적 행동 방향을 살펴보는 데 있다.
북미 간 비핵화 협상은 비핵화 방법과 핵 신고, 상응 조치 등을 둘러싸고 입장차가 크지만 북핵문제를 해결할 절호의 기회로 작용할 수 있다. 그러나 러시아는 협상 진행 과정에 개입하거나 관여할 수 있는 상황이 아니다. 이와 관련 러시아는 서두르지 않고 냉정하고 침착하게 한반도 상황, 북미 협상 전개를 주시하고 있으며, 한반도 평화협정 체결 보장자 등 개입할 수 있는 계기가 왔을 때 나름의 역할을 수행할 수 있는 준비를 하고 있다. 또한 북미 협상이 자국이 제시한 로드맵 수순에 따라 진행되고 있다며 한반도 비핵화 프로세스가 6자회담을 통해 진전되고 동북아 다자 평화안보 체제 구축으로 이어져야 한다고 주장한다.
따라서 북미 비핵화 협상 그 자체와 파급영향, 이에 대한 러시아의 태도와 입장을 분석 하는 것은 큰 의미를 지닌다. 그래서 북미 협상 과정에서 협상에 영향을 미치는 요인들과 비핵화가 이루어질 수 있을지 여부에 대한 국제사회의 의구심과 논란, 협상 방향에 대한 전문가들의 견해와 주장 들을 변수로 하여 이를 ① 완전한 비핵화로 합의가 이루어지는 과정, ② 불완전한 비핵화로 합의가 이루어지는 과정, ③ 동결된 대화․협상 상태(현상 유지)로 이르는 과정, ④ 협상 결렬․중단으로 이어지는 과정 등 4가지로 유형화하여 분석틀로 활용하였다. 이에 따르면 러시아는 지정학적, 지경학적, 지전략적 차원에서 자국의 입지를 공고히 하려는 정책적 의지에 따라 동북아와 한반도 내 영향력을 제고하기 위한 전략적 행동을 강화하는 데 집중할 것으로 보인다. 특히 북미협상에 대한 러시아의 단계적 접근 견해가 현실적이라는 평가와 미국의 협상방식 변화로 러시아의 중재역할 수행에 관심이 높아지고 있다.

영어초록

The purpose of this article is (1) to analyze Russia’s position on and response to the denuclearization talks between North Korea and the United States, and (2) to predict Russia's future strategic actions to be taken in response to the denuclearization process of North Korea and the establishment of peace and prosperity system on the Korean Peninsula.
The denuclearization talks between North Korea and the United States can serve as a great opportunity to resolve the North Korean nuclear crisis. Regarding the talks, Russia is not in a position to intervene or engage in the negotiation process, rather needs to remain objective. However, by observing the situation of the Korean Peninsula and the denuclearization negotiation process between the North and the US, Russia has been preparing to play its role in the denuclearization to intervene as a guarantor of a peace treaty on the Korean peninsula when the proper time comes. Russia has argued that the negotiations between North Korea and the United States have been proceeding in accordance with the road map proposed by Russia, and that the denuclearization of the Korean peninsula should be processed through the six-party talks and lead to the establishment of a multilateral peace and security system in Northeast Asia.
Therefore, it would be very meaningful to analyze the denuclearization talks itself and its ripple effect, and Russia's attitude toward it. This article considered the following parameters for the analysis: key factors affecting the negotiations, doubts and controversies of the international community on the possibility of denuclearization, and opinions and arguments of experts on the negotiation. These parameters were utilized to classify four types of process in the analysis framework as follows: (1) the process of achieving consensus on complete denuclearization, (2) the process of achieving agreement on imperfect denuclearization, (3) the process of freezing dialogue and negotiations, and (4) the process leading to breakdowns and discontinuance of negotiations.
According to this analysis, it is expected that Russia would focus on figuring out its strategic actions to increase influence in Northeast Asia and the Korean Peninsula, based on its willingness to strengthen the strategic positions in terms of geopolitical, geo-economical, and geo-strategical aspects.
