이 논문은 지역간 이동의 결정요인과 임금효과를 분석하기 위해 1998-2007년까지의 「한국노동패널」자료와 집계적 수준의 지역특성, 그리고 수치지도를 이용한 지역의 위치정보를 결합하였다. 또한 지역의 실질임금을 추정하기 위해 헤도닉가격 분석기법을 이용하여 지역물가지수를 산출하였다. 마지막으로 지역노동시장권과 행정구역의 분석결과를 서로 비교함으로써 ‘지역단위의 가변성’(MAUPs)문제가 발생하는지도 함께 검토하였다.
우선 지역간 이동의 원인에 대한 분석결과를 살펴보면, 연령이 낮고 학력이 높을수록 이동률이 증가하는 한편, 지역의 경제적 특성 역시도 이동의 방향을 결정하는데 중요한 영향을 미치는 것으로 나타났다. 이러한 결과는 이동선택에 선별성이 존재한다는 기존의 연구결과를 재확인하는 한편, 개인특성을 통제하더라도 지역적 특성(특히 경제적 요인)이 중요하다는 것을 의미한다. 지역간 이동의 결과에 대한 분석에서는 전체적으로 약 6-7%정도의 실질임금편익이 나타났지만 학력수준별로 큰 차이를 보였다. 고학력자의 경우에는 전체 표본을 대상으로 한 분석과 비슷한 수준의 실질임금 상승이 관찰된데 반해, 저학력자는 통계적으로 유의한 수준의 임금상승이 나타나지 않았다. 동화효과 분석결과, 이러한 단기소득 증가는 지역간 실질임금 격차를 보여주는 수준임이 확인되었다.

영어초록

This paper investigates who tends to migrate, for what reasons, and what the results of migration are. For this purpose, we analyze the micro-level actions of individuals. We examine why spatial constraints differ according to education levels, and how such differences in spatial constraints affect the final labor market outcomes. We employ some new approaches for empirical analysis. First, we adopt the concept of LLMAs. We also calculate regional consumer price indices(CPIs) for the analysis of real wage changes for each region. Finally, in order to deal with the unobserved heterogeneity problem, which frequently arises in micro-level analyses, along with the effects of region-specific characteristics, we merge individual-level panel data, regional data, and numerical map data.
Estimation results on the analysis of the determinants of inter-regional migration suggest that lower-educated individuals are markedly less likely to migrate. This phenomenon has three explanations: 1) Lower-educated individuals face relatively higher psychological/emotional costs associated with separation from family, friends, and social ties, as well as higher information costs associated with job search and uncertainty. 2) Due to the properties of external labor markets, lower-educated individuals are less able to mitigate migration risk through prior contracts before taking a new job. 3) In areas with many job opportunities, direct costs such as housing would be relatively more burdensome to the lower-educated. That is, lower-educated individuals tend to migrate less because they face lower net expected benefits (net of mobility costs) from migrating.
Next, analyzing the returns to migration, we find that there is an overall 7% benefit in terms of real wages. However, through an analysis by education level groups, we show that such benefits are insignificant for the lower-educated group, being limited only to the higher-educated group. Increments in the real wages due to migration were immediately assimilated to the new region’s wage levels. This implies that the net benefits from migration are in fact inter-regional differences in real wages.
