EU 가스 정책을 둘러싼 역내 가스 주체들간의 갈등－EU 집행위원회와 독일간의 갈등을 중심으로－ (Conflicts among EU Gas Actors on EU Gas Policies:Centering on the Conflicts between EU Commission andGermany)

세계적으로 에너지안보가 위협받는 현 상황에서 EU 집행위의 역내가스시장 형성 정책과 가스공급안보 정책은 EU 위원회의 이념적인 비일관성과 절차상의 추진능력의 부족, EU 회원국들 및 기업들의 자국 혹은 자사 경쟁력 강화를 위한 유보적이고 이중적인 EU 집행위의 지침 수용, 러시아의 자원 민족주의로 인해 난항을 겪고 있다. EU 집행위가 2007년 9월 발표한 “제3차 에너지법규 개정안”(Third Package of Legislative Proposals)을 둘러싼 EU 집행위, 서유럽 회원국들 및 기업들, 러시아간의 논란은 그러한 내부 갈등을 표면화하고 증폭시키는 도화선이 되고 있다. 영미형 신자유주의 원칙을 추구하는 EU 집행위는 경쟁력 강화를 위한 역내가스시장 형성을 위하여 본 개정안을 강력히 추진해 나갈 의사를 밝히고 있으나, 소유 분리로 인한 자국 기업들의 경쟁력 약화와 가스공급안보 위기의 가능성을 우려하는 독일, 프랑스 등 서유럽의 일부 회원국들은 러시아와 마찬가지로 본 개정안에 이의를 제기할 것으로 보인다. EU내 가스시장 주체들간의 내부 마찰은 EU 가스부문이 영미형 신자유주의의 시장경쟁 모델과 대륙형 사회적 시장경제 모델의 관계에서 후자쪽으로 무게중심이 옮겨질 가능성을 시사한다. 현 상황에서 장기적인 가스공급안보 충족을 위하여 협력을 바탕으로 한 시장경쟁을 보장하고, 수직통합형 기업구조와 가스부문에 대한 국가 규제와 관리를 효율적으로 활용하는 방안을 마련할 필요성이 제기된다.

영어초록

The European Commission’s main gas policy priorities constitute the establishment of internal gas market based on the principle of free and fair competition, on the one hand, and the security of gas supply, on the other hand. It turns out, however, that both priorities are not necessarily compatible with each other in theory and in practice, given the complex context formed by some emotional, ideological, institutional, or socio-political factors in EU member states and state-based energy corporations.
The Anglo-saxon economical model based on the principle “laissez-faire,” which has been mainly applied to the policy of European internal energy market policy, is now confronted with EU member states and vertically-integrated energy corporations’ strong opposition, with German government and German energy corporation, like E.ON at the heads of the oppositional front.
Germany and E.ON, which is the representative vertically-integrated German energy corporation, make every effort to strengthen the global competitiveness of German energy industry and the national security of gas supply by intensifying the energy concentration and taking proactive measures to Russian-led long-term bilateral gas cooperation structure.
Given these conflicting positions of the three EU energy actors, that is, European Commission, EU gas importing member states, and EU energy corporations, it is high time for them to ponder on appropriate gas industry structures and measures for the security of gas supply in theory and in procedure. The European Commission should establish new common gas policies proper to the reality, searching for new economic model in replace of Anglo-Saxon economic model and taking into consideration each state’s unique institutional and social circumstances. On the contrary, EU member states, like Germany, had better overcome emotional anxiety over national security of gas supply and take measures for national gas security in accordance with European common gas policies, which should aim at improving energy and climate security globally. E.ON also should establish business strategy aimed at global energy security. In addition, all the European energy actors should treat Russia not just as their main gas supplier but as their equal and complemental partner with its own cultural and historical role conducive to them.
When it comes to Korea’s gas industry structure and policy of gas cooperation with Russia, it is recommendable to take gas policies of strengthening the state control and regulation and fostering vertically-integrated corporations, with the common good of energy and climate security as a top priority.
