19세기 전라감영의 재정상황과 부담전가의 양상: 규장각 소장 全羅監營 재정자료를 중심으로 (The financial situation and the burden transfer of Jeonra Gamyeong in 19th century: Focusing on the Financial document for Jeon-ra Gamyeong of the Kyujanggak Collection)

초록

조선 후기 지방재정의 운영에 대해서 여러 연구가 이루어졌으나, 주요 연구는 중앙의 연대기자료 및 實摠類를 중심으로 한 시각과, 郡縣의 읍사례 및 읍지류를 중심으로 한 조명이 주를 이루었다. 그러나 중앙-지방간의 재정적 문제를 조명하기 위해서는 중간에서 기능한 監營을 중심으로 바라볼 필요가 있다. 이에 시기적으로는 재정적 위기가 중앙-지방을 막론하고 심화되었던 19세기를 대상으로, 공간적으로는 재정적 특수성이 작고 중앙재정과 밀접한 관련성 있던 전라도를 연구대상으로 삼고자 한다.
도내 예하군현의 부세를 통괄하는 입장으로서 감영은 중앙이 요구하는 재정적 요구를 1차적으로 수납하는 입장이었으며, 이에 중앙-지방의 재정관계의 성격은 중앙으로부터의 ‘移劃’이 두드러진다. 즉 조정의 재정수요에 따라 전라감영은 세원 자체를 획급당하기도 하고, 비축한 재정을 移送하기도 하며, 중앙으로부터 받은 加分耗米를 운영해야 하는 등의 입장이었다. 또한 감영은 자신의 재정적 수요 및 중앙으로부터의 재정요구라는 지출에 대응해 2차적으로는 역시 자신의 재원을 예하 군현들에게 배정하였다. 이것은 중앙과 마찬가지로 세원의 획급, 비축분의 措劃, 환곡 내역의 개설, 식리의 배정 등으로 나타났다. 즉 19세기 전라도의 재정적 상황은 중앙-감영-군현 의 관계에서 상급기관의 재정적 수요에 따라 이를 하급기관으로부터 보충하려고 하거나 재정부담을 전가하는 양상이 존재하였다.

영어초록

Many studies have been conducted on the operation of local finance in the late Joseon Dynasty. However, the units that identify this are mostly centered on the chronological data and document of county. However, in order to illuminate the financial problems and structure of the central government-local region, it is necessary to look at the problem of local finance centered on the unit of functionally supervised. In this period, we focus on Jeonrado, where the financial crisis was concentrated in the mid-to-late nineteenth century, and spatially related to the operation of central finance. As a position to take charge of the taxation of subordinative county in the province, Gamyoung(Provincial Government) was a position to primarily accommodate the financial demands of the central government. Based on these characteristics, the nature of the central is prominent. In other words, according to the financial demand of the mediation, Jeonra Gamyoung had to receive the taxation itself, transfer the stockpile of the funds, and operate the supplemented rice from the center. Also, in response to his financial needs and expenditure of financial demands from the center, Gamyoung was secondarily also in charge of operating his financial resources. This was also manifested in various aspects such as the introduction of tax income, the provision of stockpile, the opening of the restoration of history, and even the distribution of the chili act. That is, the financial situation and of the Jeonra Province in the 19th century was shaped by the ‘burden transfer’ which is supposed to supplement this from the lower institutions according to the financial demand of the higher institutions between Central government-Gamyeong-subordinative county, This aspect is well illustrated.
