『여지도서』를 이용한 조선후기 제언의 지역적 특성 연구 (Regional Characteristics of Cheo˘n during the Late Choso˘n Era as Seen through the )

초록

농경사회였던 조선시대에는 수리시설의 축조와 관리가 국가의 중대한 관심사였다. 제언은 축조와 관리에 많은 비용과 노동력, 그리고 기술이 투입되었고, 따라서 제언의 건설 및 유지 관리는 보통 국가가 담당하였다. 이 때문에 조선시대의 문헌에는 제언에 대한 기록이 적지 않게 등장한다. 이중에서도 지리지(地理誌)는 당시 각 군현의 제언의 숫자, 규모, 위치 등이 기재되어 있어 조선시대 제언의 상황을 가장 종합적으로 파악할 수 있게 해준다. 본 연구는 이러한 점에 착안해, 조선후기 간행된『여지도서(輿地圖書)』에 수록되어 있는 제언 관련 내용을 데이터베이스화하고, 이를 이용하여 제언의 지역적 특성을 규명하는 데 목적이 있다. 구체적으로 먼저 제언의 명칭, 관리, 수축 경위 등과 함께 규모의 지역적 특성을 전반적으로 살펴보았다. 그리고 제언의 전국적인 분포상황을 분석하여 그것이 기후·지형 등 자연조건, 그리고 인구규모, 경지면적, 농법 등과 어떤 관련성이 있는지 고찰하였다. 그 결과, 제언은 각 지역의 자연환경은 물론 사회경제적 조건, 문화적 조건까지 반영하고 있는 것으로 나타나, 제언의 특성에 대한 고찰은 궁극적으로 조선 후기 각 지역의 지역성 파악의 실마리가 될 것으로 기대된다

영어초록

Che˘on (提堰) refers to the irrigation facilities used to provide water to the land on which rice is farmed. As the maintenance of che˘on required great amounts of capital, labor, and technology, the construction and maintenance
of such facilities was controlled by the government. Che˘on was perceived as being of particular importance during the Che˘on era, which adopted agriculture as the basis of state management. Therefore, the management of che˘on was considered to be one of the main state policies. This is why che˘on-related records can often be found in the historical documents written during the Che˘on era. As such historical documents in the form of Jiriji (地理誌, geographical descriptions) include detailed descriptions of the number, size, and location of che˘on in individual counties(kunhy˘on), these help to conduct comprehensive analysis of the state of che˘on during the Che˘on era. Based on these facts, this study attempts to establish a database of the che˘on-related contents included in the <Y˘ojitos˘o (與地圖書)> published
during the latter period of Che˘on, and using the established database, to identify the regional characteristics of che˘on.
More precisely, by analyzing the state of the distribution of che˘on at the national level, an effort was made to review the regional characteristics of che˘on in terms of their distribution and of the natural geographical conditions found in the locales where che˘on were located, as well as of the interrelation between such che˘on and socioeconomic factors
such as the scale of the population and the size of the area under cultivation. Other factors which were delved into included matters related to the size of che˘on such as their perimeter, length, and scale of the area which they irrigated, the characteristics of the locales where che˘on were located, and the regional differences in the characteristics of che˘on.
