초록

통신산업은 국민가계 및 국가경제 상의 비중, 복잡 다양한 사회 및 문화적 기능, 공공재적인 재화의 성격, 독(과)점적 산업구조 등의 이유로 규제대상 산업으로 구분된다. 규제당국이 규제대상산업에 대한 정책을 수립, 이행하는데 필수적인 것이 사업자의 영업정보이며, 특히 원가주의에 기초한 현행 규제체계에 있어서 서비스(역무)원가정보의 중요성은 매우 높다. 따라서 규제당국은 사업자로부터 영업비용을 포함하는 정보를 제시받아 규제정보로 활용한다. 여기서 정확성을 갖춘 영업정보를 기반으로 정책이 수립․수행되어야만 한다는 것은 당연한 명제이며, 규제정보의 신뢰성과 정확성을 확보하기 위한 규제정보의 검증이 필수적으로 수반되어야 한다. 이러한 규제정보 검증의 중요성에도 불구하고 국내에서는 규제정보검증의 효과 및 효율에 대한 논의가 전혀 없는 형편이다. 본 연구는 규제선진국으로 볼 수 있는 유럽, 특히 영국의 규제정보검증제도와 미국의 법규 및 문헌 등을 통해 규제회계정보 검증체계를 분석한다. 또한 국내 검증체계의 문제점을 문헌, 설문, 인터뷰 등을 통해 파악하고, 외국제도와 비교분석하여 제도개선을 위한 함의를 도출한다.

영어초록

Telecommunication Industry plays a critical role not only in national economy, but also in consumers’ welfare. For the National Regulatory Agencies to plan and execute various regulatory policies for the telecommunication industry, it needs service providers’ operational information. Because the success of regulatory policies would depend on the information they are based on, the verification (audit) of Accounting Separation Statements is necessary. Assurance by the independent 3rd professional party is an important procedure needed to ensure the accuracy and reliability of service cost information which is essential for tariffs, interconnection charges, universal service provisions and various other policy decision-making.
Despite the importance of Accounting Separation Statements assurance, it has never been researched whether this assurance has been efficient and effective. This research intends to evaluate effectiveness and efficiency of Accounting Separation Statements assurance, and to devise a plan for improvement in assurance systems and procedures so that regulatory information needs can be well-satisfied. This research performs literature review to understand domestic and foreign accounting separation statement assurance practices. Especially, this study attempts to collect benchmarking cases from foreign regulatory practices so that theoretical and practical foundations for the TO-BE assurance framework can be derived. For the confound understanding of current domestic auditing system, regulatory auditors and service providers are surveyed and interviewed. From the analysis of survey and interview results, the current problems of our regulatory assurance system are summarized and idea for the improvements are organized. Based upon these research activities, proposals for the assurance framework and methods to ensure regulatory information accuracy, reliability and assurance efficiency are made.
