지방자치단체의 균형성관리시스템에 관한 사례연구: 부천시 BSC 구축을 중심으로 (A Case Study of Local Government’s Balanced Performance Management System Focused on BSC Implementation in Bucheon City, Korea)

초록

본 사례연구에서는 부천시의 BSC 도입 배경, 방법론, 운영내용, 운영성과 등을 분석ㆍ평가하고자 한다. 도입운영과정에서의 장애요인은 무엇이며 또 그것을 어떻게 극복하여 왔는지 등을 비교적 자세히 살펴본 본 연구는 다른 지방자치단체에서 BSC를 도입하고자 할 때 유용한 정보로 활용될 수 있을 것이다.
부천시는 2004년 1월 균형성과관리제(Balanced Scorecard : BSC)를 도입하기로 한 후, 많은 준비과정을 거쳐 2005년 1월에 BSC를 구축하고, 11개의 부서를 선정하여 시범운영을 실시하였다. 부천시 BSC의 특징은 다음과 같이 함축된다.
1)외부전문가에 전적으로 의존하지 않고, 공무원들이 전문가의 지도를 받으며 지속적으로 BSC를 연구하여 특성에 맞는 모델 개발에 주력했다. 조직 내부의 <정책평가연구회>를 중심으로 부천시의 미션과 비전, 전략목표 수립 그리고 그에 따른 성과관리 및 평가를 위한 제도를 도입하였고, 아울러 BSC시스템의 지속적 개선을 단계적으로 추구하였다.
2)각 부서의 성과평가 결과에 ‘시민정책평가’를 일정한 비율로 반영함으로써, 실질적으로 시민에 의해 ‘평가’받는 행정 성과가 될 수 있도록 하였다.
3)변화관리 프로그램을 체계적으로 운용하였다. 구성원들의 공감대 형성을 위하여 지속적인 교육과 공청회, 워크숍, 해외 선진사례에 대한 벤치마킹 등을 통해 이해도를 높이고 내부구성원의 참여를 적극 유도하였다.
4) CEO의 강력한 추진 의지와 협조가 선행되었다.
5) BSC는 평가시스템이 아닌 성과관리시스템으로 정착되었다.
이와 같이 부천시에서는 내부적인 필요성에 따라 지방자치단체로선 최초로 BSC를 도입하였으며, 수많은 시행착오를 겪은 후 성과관리제도로 정착시켜 다른 지방자치단체에 벤치마킹 대상이 된다는 점에서 그 의미를 찾을 수 있는 것이다.

영어초록

This study examines Bucheon’s case of BSC(Balanced Scorecard) implementation through the critical analysis of the background, methodology, and contents/ results of its operation. Bucheon launched the BSC system to meet their internal needs and it has been perfected through trials and errors. Bucheon had been through intensive preparation period ever since they decided to apply BSC system for performance management in January 2004. One year later, in January 2005, the system was established eventually and 11 selected departments pioneered the model operation.
The key characteristics of the city’s BSC system are as follows:
1)The BSC system has been developed into a customized model by the internal policy committee’s effort with some help from external experts. The internal committee has studied the city’s mission, vision and strategies to achieve them and adopted systems to monitor and evaluate the performance accordingly, which has enabled the BSC system improved phase by phase.
2)They include a certain ratio of ‘policy assessment by Bucheon citizens’ into the performance evaluation of each department; that is, the administrative performance of Bucheon city is practically evaluated by their citizens.
3)The city systematically operates change management programs. The city programs continuous educations, public hearings and workshops, and raises the internal staffs’ perception level of BSC by benchmarking other countries’ advanced cases. Also, the staffs are strongly encouraged to voluntarily participate in those programs.
4) CEO(mayor) initiates the BSC　system with a strong will and leadership.
5)The BSC system has been established not as a performance evaluation system but as a performance management system.
Bucheon’s case of BSC implementation has been well-known for being the first among the local governments in Korea. Since this paper thoroughly looks into the barriers they encountered at an early stage and their endeavor to overcome such difficulties, it will serve other local authorities as a valuable source to refer to when they attempt to adopt BSC in the future. We hope this review and discussion will give more insights to other local governments.
