The Organization and Activity of Land Commission
in Sangbuk-myeon, Ulju-gun during Land Reform

The land commission in Sangbuk-myeon consists of a government administer and 6 civilians in accordance with the provision of land commission. The members of land commission have sufficient qualifications for land commissioner such as a scholarship, reputation and personality etc. They are as many as 4 tenants, excluding landowner unlike a provision, which the commission consists of half landowner and half tenant.
The land commission of village in Sangbuk-myeon consists of civilians in all and headman of a village takes charge of a chairman in accordance with the provision of land commission. Landowners took part in the land commission of village are six persons and among them the agricultural land of three owners is distributed. Directly after land reform, among the members about 27 commissioner get benefits from distribution of land and about 22 persons repaid prices of land within a given period. The land size was distributed to them is 1,098 pyeong of land. It is larger than it was in comparison with 774 pyeong of land divided to the general tenant in Sangbuk-myeon, but is only a poor scale.
The one of important roles in land commission deals with the objection. The land commission in Sangbuk-myeon ruled in favor of twenty-three of the twenty-six objectors. Among the twenty-three cases, the commission ruled that in the 18 cases the objector should cultivate the land in dispute, in the 4 cases the proper land use to raise funds for performance of ancestral rites, and in the one case each other make a contract. However among the 18 cases ruled in favor of objectors, landowner in the 15 cases don't attend the judgement or give up the ownership and then make the arrangement. As a result of the objection a demand of the objector is unilaterally considered. Before the land commission in Sangbuk-myeon rules and decides the objection, it induces to settle a problem and come to a rational decision by interposing in a dispute between the objector and the landowner.
Like this, the land commission in Sangbuk-myeon maintains a rational position, which doesn't lean to benefits of the landowner or the tenant either. Also, from the beginning of the land reform, it participates in many process and takes a part as a major partner by administrating and assisting affairs.
