전통 민간요법 발굴 및 활용을 위한 기초연구- 한국한의학연구원 민간요법 DB구축 사례를 중심으로 - (Basic Study for Discovery and Utilization of Traditional Folk Remedies: With Focus on the Case of DB Bui lt Up on Folk Remedies by the Korea Institute of Oriental Medicine)

초록

민간요법은 세대를 걸쳐 경험적 효과가 널리 인정된 하나의 전통지식(Traditional Knowledge)이자 지식자원으로서, 이에 대한 중요성이 국가 간 세계무역 흐름에서 날로 확대되어가고 있다. 세계 각국에서는 전통지식자원을 새로운 경제적 자원으로 인식하고 이를 보전하여 경제성장 동력으로 활용하기 위해 지식재산권 분쟁이 점차 치열해지고 있으며, 지적 재산권 침탈을 막기 위한 제도적 장치와 국제규범이 활발히 논의되고있다.
이러한 국제적 추이에 따라 한국한의학연구원에서는 세계지식재산권기구(WIPO)의 국제규범과 주요 쟁점들을 파악하여 민간요법 발굴조사에서 확보된 전통지식을체계적 분류와 보존을 통해 전국 맵구축 및 데이터베이스화하는 한편, 이를 토대로한국 전통의료지식의 지적 재산권 보호를 추진 중에 있다. 이 글에서는 전통 민간요법발굴 및 다양한 문화콘텐츠 활용을 위한 전체상을 제시하였다.
다학제간적 발굴자료 및 DB구축은 우리나라 전통 민간요법에 대한 관심과 대중화를위해 최근 각광받는 음식콘텐츠 및 건강콘텐츠 개발로 연계할 수 있으며, 인간의 정신과육체에 대한 치료 및 정화를 고려한 힐링콘텐츠 개발 및 모바일 앱개발 등을 통한 사회에환원하는 공익적 역할을 보여줄 수 있는 계기가 될 것이다. 이러한 전통의료지식은 활용성 제고와 부가가치 창출을 위해 지역문화를 대표하는 체험관광 콘텐츠 구축, 한의학엑스포 및 지역문화축제콘텐츠 기획, 의학 관련 박물관 및 문화관의 전통의료 체험교육등 에듀테인먼트적 요소를 개발하여 다양한 문화콘텐츠 활용으로 발전할 수 있다.

영어초록

Folk remedy is a traditional knowledge and knowledge resource with widelyacknowledged experimental effectiveness through generations. Its importance is beingincreasingly expanded in the trend of international trading between countries. Variouscountries in the world are recognizing the traditional knowledge resources as new economicresources with disputes on the intellectual property rights becoming gradually intensified inorder to use them as motive power for economic growth by preserving them. Moreover,institutional mechanism and international standards for prevention of pillaging of suchintellectual property rights are being actively discussed.
In accordance with such international trend, the Korea Institute of Oriental Medicine hasestablished nation-wide map and database through systematic categorization andpreservation of traditional knowledge secured through survey for discovery of folkremedies of Korea by assessing the international standards and key controversial issues ofthe World Intellectual Property Organization (WIPO), and presented the overview of thetraditional knowledge for the purposes of protection of intellectual property rights of thetraditional medical knowledge and utilization of diverse range of cultural contents of Koreaon the basis of the database accumulated.
Interdisciplinary discovery of data and establishment of database can lead todevelopment of food contents and health contents that are recently being highlighted for thepurposes of increasing the interest in and popularization of the traditional folk remedies ofKorea, and will offer the opportunity to demonstrate public role of returning the benefits ofsuch knowledge to the society through development of healing contents and mobile apps that consider the healing and purification of the minds and body of human beings. Thesetraditional medical knowledge can be utilized as cultural contents through establishment ofexperience tourism contents that represent regional cultures, planning of Oriental MedicineExpo and local cultural festival contents, and development of diverse range of edutainmentelements including learning through experiencing of traditional medicine at medicinerelated museum and cultural centers in order to enhance their utilization and creation ofadded values.
