초록

본 논문은 한국 기업별 노동조합의 기원에 관한 연구이다. 조선맥주의 사례를 통해 내부노동시장의 영향과 노사의 전략적 선택의 결과 한국의 기업별 노동조합이 형성되었음을 주장한다. 한국의 기업별 노동조합은 해방 이후 좌우대립과 정치적 상황, 또는 법․제도적 강제의 결과로 간주되었다. 그러나 조선맥주 노사는 노동법제도가 마련되기 이전에 기업별 노동조합을 결성하였다.
조선맥주 노사가 기업별 노동조합을 선택하는 데 있어서 초보적인 수준이지만 구조화되기 시작한 내부노동시장이 주요한 자원으로 작용하였다는 점을 제기하고 있다. 조선맥주 노동자들은 내부노동시장이 제공하는 차별화된 임금과 고용안정성을 유지하기 위하여, 그리고 사용자는 숙련노동자에 의한 안정적인 생산과 경영권 확보에 필요한 협력적인 노사관계를 도모하기 위하여 기업별 노동조합을 선택하였다.
본 연구는 이상의 논지를 위해 기존 내부노동시장 개념의 확대 필요성을 제기한다. 나아가 노동시장과 노동조합의 상호관계에 있어서 산별노조 형성 이후 내부노동시장이 구축되는 ‘서구유럽형 발전경로’와 내부노동시장 형성 이후 기업별 노조가 구축되는 ‘후발공업국형 발전경로’가 달리 존재한다는 점을 제시하고 있다.
본 연구는 노동시장을 중심으로 노동조합 형성 과정을 추적하였다는 점, 노사의 전략적 선택이 기업별 노동조합이라는 제도를 형성하는 데 중요한 요인으로 작용한다는 사실을 제시했다는 점에서 이론적 의의가 있다. 하지만, 일반화와 관련한 논쟁을 피할 수 없다. 또한 새로운 해석과 주장을 검증하고 정교화하기 위한 추가 연구가 절실하다. 본 연구가 갖는 인터뷰 자료와 역사적 자료의 한계를 극복할 수 있는 다양한 연구방법론이 활용되어야 할 것이다.

영어초록

This paper is study on the origins of the Korean enterprise union. It argues that the Korean enterprise union was formed of the influence of the internal labor market and the strategic choice of labor-management through a case of Chosun Brewery Company. It was considered that Korean enterprise union was products of antagonism of left-right wing during the liberation period and political situation, or the legal force. However, the labor-management of Chosun Brewery Company formed enterprise union before the formation of labor law system's .
It present that the structuring internal labor market influenced on the choice of the labor-management of Chosun Brewery Company as a major resource though it was rudimentary level. The labor-management of Chosun Brewery Company chose enterprise union in order to maintain a differentiated wages and employment stability, and to promote cooperative labor relations that is required to ensure stable production by skilled workers and the management control.
For the above argument, this study present the need to expand the concept of the existing internal labor market. Furthermore, it present that "The European development path" is illustrated that internal labor market is formed after the formation of industrial union and "The late industrializing countries development path" is illustrated that enterprise union is formed after the formation of internal labor market, and they exist differently.
The theoretical implications of this paper is that looked into the process of formation of enterprise unions through a labor-market view, and that presented the strategic choice worked as an important factor on the formation of enterprise union system. However, this paper can not avoid to arguing is associated with the generalization. And, additional research is needed for validation and elaborateness of new interpretations and assertions. Various research methodologies must be utilized to overcome the limitations of interviews and historical data with this paper.
