한국의 다문화 담론에 대한 비판적 고찰 (Critical Considerations for Multi-Cultural Discourses and Policies in Korea)

초록

지금 한국에서 나타나는 다문화 공세는 일방적이고 지나치다. 그것은 한국의 실정을 감안하지 않고 서양 다문화사회의 담론과 이념을 무분별하게 받아들여 외국인 유입을 부추기고 내국인을 역차별하는 정책을 낳고 있다. 이에 따른 사회적 갈등이 고조될 우려가 크나, 이에 대한 적절한 인식과 대책이 부족하다. 다문화라는 말 자체도 부정확하고, 긍정적인 가치 편향의 말이다. 더 정확하고 중립적인 ‘다민족’으로 바꿀 필요가 있다.
한국은 이민국가들(미국, 오스트레일리아, 캐나나)이나 수십 년 동안 외국 노동자들을 받아들여 이미 다문화 사회가 된 나라들(영국, 프랑스, 독일) 등과는 분명히 다른 1민족 국가이다. 1민족 국가의 장점인 사회통합이나 안정성을 포기하고 다문화사회의 갈등과 불안을 선호해야 할 까닭이 없다. 서양 다문화사회에서도 이미 다문화 정책을 폐기하고 있다. 한국에 외국인 유입이 얼마나 필요한지는 사회적 합의를 통해 결정되어야 한다. 지금 공론장에서는 이런 합의나 토론 과정이 생략된 채 일방적인 다문화 이념이 주입되고 있다. 인터넷 공간에서 다수 대중이 이를 비판하나, 주류 공론장은 이를 외국인 혐오주의라고 매도하는 형편이다.
한국에서 다문화 사회로의 진입은 필연이 아니라 정책적 선택의 대상이다. 다문화 정책이나 담론은 산업 구조와 인력 수급, 사회 통합, 그리고 외국인의 인권과 복지라는 세 축으로 구성되어야 한다. 그러나 지금은 오직 세 번째 문제에만 초점이 맞춰지고 있다. 더 거시적이고 포괄적인 정책을 만들어 나가야 한다.

영어초록

There is a sudden and prevailing multicultural wave in Korea, both within intellectual society and government policies. This wave represents an almost unconditional importation of Western ideas and realities of multiculauralism which are quite different from Korea under a predominantly one-nation situation. Government policies toward multicultural, which in fact means multi’racial’, transformation of Korea provoke the immigration of foreign laborers and marriage partners, which may well increase socio-economic problems between them and native population.
Korea is one of the few one-nation country which cannot apply Western models of multicultural societies, for example the models of the immigration countries of the United States, Australia, and Canada on the one hand, and the United Kingdom, France, and Germany under postcolonial multiracial situation on the other. Korea has no reason to transform herself into the conflict-ridden multiracial society, sacrificing the relative social tranquility coming from one-nation situation. Moreover, Western multiracial societies themselves are giving up their multicultural policies because of the social conflicts they inflicted upon each society. Korea should not follow the failures of multicultural policies of, e.g., France and Germany and instead reach a reasonable agreement among various sectors of society upon the desirable size and speed of importing foreigners of which foreign laborers constitute the most part. In this sense, the most urgent task for Korea regarding this matter is to have open discussions and discourses on the desirable directions of multicultural and foreigner-policies among various sectors of society, which is strikingly lacking in Korea where pro-multicultural ideas are unreasonably predominant.
Multicultural transformation of Korean society is not inevitable as most multiculturali sts want to believe; it is a thing which will depend on specific government policies. Multicultural discourses and policies should include such issues of industrial structure and demand-supply of human capital; social integration; and the welfare and rights of foreigners, but in Korea only the last one is emphasized both in government and intellectual society. The policies must be more comprehensive and macro-minded.
