아동양육시설 자립지원전담요원의 업무경험에 관한 연구 (A Study on the Experiences of Staffs Exclusively for Self-reliance Support of Child Care Facilities.)

초록

본 연구는 아동양육시설에 종사하는 자립지원전담요원의 역할수행과정에 대한 경험을 이해하고, 자립지원전담요원의 경험이 가진 의미와 현장에 주는 함의를 알아보는데 목적을 두고 있다. 이를 위하여 질적사례 연구방법을 활용하여 2012년 7월부터 11월까지 문헌연구, 관찰, 심층면접이 실시되었으며, 수집된 자료는 범주화하여 분석하였다.
연구결과 자립지원전담요원들은 과중한 업무량, 종사자 및 보호아동과의 갈등, 자신의 전문성 결여 등으로 고충을 겪고 있는 것으로 나타났다. 또한 이를 극복하기 위한 노력으로 프로그램과 서비스의 개발, 종사자들의 역량강화를 위한 리더쉽 발휘, 협의회를 통한 네트워크 등 전문성을 확보하고자 하였다. 이러한 노력들을 통하여 자립전담요원의 정체성확립과 시설장의 인식변화, 종사자들의 역량 강화의 변화가 나타나는 경험을 하는 것으로 나타났다.
이와 같은 연구 결과를 통해, 아동양육시설의 자립지원을 위하여 종사자와 전담요원의 법정인원 확보, 시설장 및 종사자 교육 개발, 의사소통 및 협력관계 개선, 자립지원전담요원 전문성강화를 위한 교육, 자립지원전담요원협의회 활성화에 대한 제언하였다.

영어초록

The purpose of this study is to find out the meaning of the experiences of the self-reliance support(SFS) staffs and its implications for the welfare field of child care facilities.
For this study, the qualitative methodology was applied to this study. Data were collected through literature reviews, observations, and in-depth interviews from July to November 2012.
A categorizing method was entirely used to analyse the data.
The results of this study showed that the self-reliance support staffs were suffering many hardships such as heavy workloads, conflicts with the workers in the facilities and the children in institutional care, and their own lack of professionalism. The participants overcame their conflicts through developing individual services, leadership, and networks. These efforts of the participants led to changes of child care center supervisors, child care workers, children in institutional care, and the participants themselves. Child care center supervisors provided active support in strengthening the capacity of the employees as they fully understood the standardization programs for self-reliance. Child care workers could establish their identities by taking responsibility for the self-reliance of children, and they positioned themselves beyond assistants as independent doers of the standardization programs.
Followings are suggested from this study: assigning and securing the staff number the law sets, developing education programs for the supervisors and the workers in the facilities, improving communications and cooperative relations among the workers in the facilities, training the staff to strengthen professionalism, activating the council of the staff.
