초록

이 연구는 시각장애성인의 생애주기별 인구사회학적 특성과 교육ㆍ복지 욕구를 파악하고 이를 토대로
시각장애인의 평생교육 프로그램 및 교육ㆍ복지 증진 방안을 모색하는 데 목적이 있다. 연구를 위해
보건복지부와 한국보건사회연구원이 실시한 2014년 장애인실태조사 원 자료(raw data)를 분석에 활용
하였다. 자료 분석을 통해 얻어진 특성은 첫째, 성인전기의 경우 남자가 여자에 비해 3배 이상 많았던 것이
중년기에는 2배 정도로 비중이 낮아졌고, 노년기에는 남녀의 비율이 거의 비슷해져 중년기 이후 시각장애
여성의 비중이 급격히 증가함을 알 수 있다. 둘째, 노년기로 갈수록 집밖 활동 시 불편을 느끼는 시각
장애인이 더 많은 것으로 나타났고, 불편을 느끼는 주된 이유는 동반자가 없어서, 혹은 편의시설 부족
때문이라는 답변이 대부분을 차지했다. 여가문화생활 만족도에서는 대체로 불만족 비중이 다소 높게
나타났으며, 여가문화생활 불만족 이유로 성인전기는 시간 부족을, 중년기는 경제적 부담을, 노년기는 건강
이나 체력 부족을 가장 큰 이유로 들었다. 셋째, 향후 참여하고 싶은 평생교육 프로그램에 대해 성인전기는
직업능력향상교육을, 중년기와 노년기는 문화예술교육을 가장 선호하였고, 국가나 사회에 대한 요구사항에
대해 성인전기와 중년기는 소득보장을, 노년기는 의료보장을 가장 요구하는 것으로 나타났다. 이상의 연구
결과를 토대로 시각장애인 교육복지 증진 방안에 대하여 논의하였다.

영어초록

The purpose of the study is to find out the methods for promoting continuing
education program and educationㆍwelfare of the visually impaired individuals based on
the understanding on the socio-demographic characteristics and educationalㆍwelfare
needs of the visually impaired adults on the life cycle perspectives. The study has
utilized of the raw data of 2014 National Survey of the Disabled Persons conducted by
the Ministry of Health and Welfare and the Korea Institute for Health and Social Affairs.
The characteristics derived from the analysis of the data are as follows: First, in case of
the early years of adults, the number of male adults were about three times larger than
the number of female adults. However, the weight of the male adults reduced to about
two times in the middle years. Moreover, the ratio of male and female adults became
almost identical in the old stage. Thus, the study was able to find out that the weight of
the visually impaired female adults increases in a radical manner after the middle years
of their lives. Second, the study was able to reveal that the visually impaired adults
were feeling discomforts at outdoor activities with the progression into the old stage,
and most of the responses showed that the major causes were from the lack of
companion or lack of amenities. For the level of satisfaction of leisure life, the weight of
dissatisfaction was high to a certain extent. For the causes of the dissatisfaction, the adults in their early years chose the lack of time, the adults in their middle years chose
economic burden and the adults in their old stage chose the lack of health or vitality as
the biggest reason. Third, for the continuing education, the adults in their early years
preferred vocational ability enhancement education, the adults in their middle years and
old stage preferred culture and arts education the most. For the demands on the nation
or the society, the adults in their early years or middle years demanded income
security, and the adults in their old stage demanded medical security the most. With the
findings, the study has discussed the issues regarding the promotion of education and
welfare of the visually impaired.
