This article attempts to understand the subjection process of Siljikguk and the change of ruling system by Silla. The 23th year article of ..Samguksagi(三國史記).. Sillabongi(新羅本紀) Pasa-isageum(婆娑尼師今) illustrating the subjection of Siljikguk were written based on the other text than the Jima-ijilgeum(祗磨尼叱今) article of ..Samgukyusa(三國遺事).. Wangryeok(王曆). The editor of that text even described the submission process of Siljikguk as one event based on the materials on the conflict between Siljikguk and Eumjeupbeolguk (音汁伐國) and the mediation of Saroguk(斯盧國). The 23th year article of Pasa(婆娑) is based on the text which emphasized the achievement of Pasa-isageum in foreign expansion. The Jima article of Wangryeok is relatively more reliable compared to the 23th year one of Pasa, but it does not guarantee the absolute reliability. It is said that Siljikguk governed the area of Okgye, Hajang and Wondeok. However, it is possible that the actual area had been changed. Siljikguk controlled the surrounding Eupnak(邑落) based on not only its position as nodal region of East Coast traffic route and the route toward Yeongseo(嶺西) but also its location in the middle of Dongyae(東濊) and Jinhan(辰韓). It also competed with Emjeupbeolguk for trade route of East Coast. As Saroguk became superior compared to Geumgwanguk(金官國) in terms of trade in East Coast in the late period of 3rd century, Siljikguk started to cooperate in the trade that was led by Saroguk. Since the beginning of the 4th century, Siljilguk was subjected to Saroguk as the negotiation between Saroguk and Goguryeo(高句麗) started to hit off. Gan(干) class of Siljikguk offered tribute and provided the right to use the port of call in order to preserve the right to control Gan class of Eupnak. Even after suppression of rebellion against Saroguk, some Gan class preserved the autonomy. However, as Goguryeo started to pressure from the upper part of Namhan River since the mid-5th century, the role of base of Siljik-Fortress became fortified and the autonomy of Gan class weakened. Eupnak around Siljik areas were reorganized into Chon(村) in the late 5th century. After the late 5th century, Silla adjusted function of ruling over small countries and strategic functions by each base fortress. In this process, Siljik-Fortress got managerial functions for several base fortresses and Siljik-Ju(州) was installed. Until the early 6th century, several Gan-series Woewui(外位) and None-Gan Woewui were organized for Gan-class. Gan-series woewui cooperated to the reign of Dosa(道使) with the cooperation of None-Gan Woewui and the aid of None-Woewui. However, the function of Woewui in Siljik seemed to have changed according to moving of the base of Ju(州).
