1890년 맥킨리 관세법 제정을 전후로 미국은 국내외적으로 행정부와의회가 합심하여 통상확대를 목적으로 경제적 팽창정책이 추진하였다. 그
것은 이 시기에 들어와 미국의 대내외적인 환경이 변모했음을 반영한 결과
이기도 했다.
맥킨리 관세법 제정 이전의 미국의 관세법은 주로 두 가지 기능만을
수행했다. 하나는 세입을 통한 재정확충이었고, 다른 하나는 비교우위에
있는 외국 산업을 상대로 국내 유치산업을 관세인상을 통한 보호무역의
기능이었다. 그러나 1880년대 날로 늘어만 가는 연방정부의 세수흑자기조
는 시중의 통화량을 위축시켜 국내 경기를 위축시키는 결과로 나타내게
된다. 공화, 민주 양당은 1888년 대통령 선거를 통해 유권자들이 연방정부
의 재정흑자를 줄이는 관세 인상의 보호무역(공화당 정강) 아니면 관세인
하를 통한 관세개혁(민주당 정강)을 선택하도록 선거 전략을 기획했고, 그
전략 하에 선거운동의 결과로 공화당이 승리를 쟁취했다. 공화당은 대선
승리가 보호무역에 대한 유권자들의 선택임을 확신하고, 1890년 제51차 연
방 의회는 보호무역의 기조를 유지하는 한편 연방정부의 재정흑자를 감소
시키는 맥킨리 관세법을 제정하기에 이른다.
한편 해리슨 행정부의 국무장관이자 철저한 보호무역론자였던 제임스
블레인은 국내산업 가운데 불황을 겪고 있던 농업이 보호무역으로 인해
해외 시장의 판로가 막혀서 농민들의 불만이 날로 고조되는 상황을 직시하
게 된다. 그는 상당수 유권자였던 농민들의 위기감을 타개하지 않고는 다
음 선거의 미래를 기대할 수 없을 뿐만 아니라 보호주의 이념 역시 존속하
기 어렵다고 상황인식을 하였다. 그는 당시 대외교역에서 나타나는 미국의
불리한 여건을 이용하여 농산품 판촉을 위한 해외시장의 개방으로 이용하
고자 했다. 그리하여 맥킨리 관세법에 상호주의 조항을 명문화하도록 노력
하였다. 즉 미국은 상호주의에 입각하여 교역 상대국이 미국의 공산품, 농
산품에 대한 관세를 인하하면 미국도 상대국의 상품(특히 원자재)에 대한
관세를 낮출 수 있는 권한을 대통령에게 부여한 것을 규정하였다.
이는 당시 국내적인 현안으로서 전적으로 세수확보, 보호무역의 기능
만을 강조되었던 관세법의 위상이 국제적인 현안으로서 무역 상대국에게
수출 증대 차원에서 미국의 협상력을 높이는 기능으로 변화하였다. 더 나
아가 맥킨리 관세법은 보호주의 성향의 유권자와 이익 단체의 입김에 영향
을 받을 수밖에 없는 입법권을 가진 의회가 행정부의 행정협정으로 그 비
판으로 회피할 수 있게 하였다.
맥킨리 관세법의 제정은 당시 미국 연방정부의 재정 흑자를 감소시키
는 데 일조했으며, 상호주의 규정이 클리브랜드 행정부 시기 보호무역의
미봉책으로 여겨 그 규정을 폐지하기 전까지 10여 개의 국가들과 상호협정
을 체결하여 미국의 수출 증대에 기여하였다.
영어 초록
From 1789 through the Civil War into 1880s, the executive and congressof U.S. had designed American Tariff Legislation to achieve to original goals:
revenue and preserve protection; set moderately high, tariffs could bring in revenue
to finance the federal government; set even higher, tariffs could make foreign
goods too expensive in the American market and thereby producers against foreign
competition. But American Tariff history was changed from internal characteristics
into international characteristic before and after 1890 in order to meet farmer’
unrest of economic depression.
The tariff bill of 1890 bore the name of its principal author, Way and Means
Chairman William Mckinley. Initially, the McKiney Tariff Act was designed to
achieve to goals: preserve protection and reduce the surplus. But President
Harrison and Secretary of State James G. Blaine played crucial roles in reshaping
it and squiring it to passage. They amended the McKiney Tariff Bill to allow
the President unprecedented flexibility in negotiating reciprocal trade agreements.
They pursued various bargaining strategies aimed at converting tariff policies
into instruments of commercial expansion. Bargaining strategies was all approaches
for widening the access for American trade, including, tariff, customs unions and
the open-door policy.
A bargaining tariff employed a simple principle: to force other countries to
reduce their barriers against American commerce, Congress could pass tariff
legislation that would permit the President to threaten higher rates or promise
lower ones on certain commodities. Although the precise bargaining mechanism
took different forms at different times, in general a bargaining tariff allowed the
President some discretionary power over rates in order to enhance his ability to
bargain for Freer access for American products.
The Reciprocity section of the McKinley Tariff represented a major achievement
of the Harrison Administration. Congress allowed the President to sign trade
conventions without its approval, granting the executive a part in the process of
levying taxes. Before leaving office in 1893 year, Harrison sealed such agreements
with more than ten Countries, to which American exports rose by 20 precent.
The McKinley Tariff Act of 1890, passed during the Presidency of Benjamin
Harrison, contained the first bargaining, or reciprocity, provision. It passed
Congress largely through the efforts of James G. Blaine, the Secretary of State.
As a fervent advocate of tariff protection and increased trade with Latin America,
Blain was the organizer of the first Pan-American Congress of 1889, devoted to
strengthening hemispheric economic bonds. He saw tariff reciprocity as one way
of gaining greater access to Latin-American markets and raw materials. This initial
bargaining provision permitted sugar, molasses, coffee, tea, and hides to enter duty
free, but it authorized the President to penalize goods imported form a country
levying unreasonable duties on American products. Administration of Harrison and
Cleveland subsequently effected ten agreements for tariff reduction against
American exports and announced penalties against three countries. But the
reciprocity clauses was repealed in the tariff of 1894.
