초록

본 연구에서는 문헌연구와 사례연구를 병무청의 징병검사 제도와 입대 전 부적격자식별,
신병훈련소 교육 전 입소 대대 식별, 신병훈련소 식별, 자대배치 후 실시되는 병사의 부적
응 식별과정의 실태 및 문제점을 파악하고 이에 대한 개선방안 제시를 목적으로 삼았다.
구체적으로 제시한 부적응 병사의 식별과정 및 지원의 개선방안은 첫째, 병무청 징병검
사 단계에서 병역법 제 17조를 개정하여, 징병검사 시행 인원을 늘리고 검사기간을 연장하
여 부적격자 식별능력의 강화 및 검사의 내실화를 기하고 고교 생활기록부 제출의 대상을
전 장병으로 확대한다.
둘째, 보충대대 및 사단 신교대로 입소하는 병사의 입소기간을 4일→ 5일로 연장하여 부
적격 인원 식별가능성을 늘려야 한다. 또한 허약체질 및 정신질환자, 훈련병 교육수료 기
준 미달자는 엄격히 관리하고 기준에 따라 공익요원근무로 전환시켜 사고를 방지하며, 수
료자의 병과별 특기부여 시 전공을 고려한 적임자를 선발하여 부적응을 예방한다.
셋째, 각급 지휘관, 중간지휘과자 및 주임원사의 의사소통 능력신장을 제고하여야 한다.
아울러, 전문상담관(군사회복지사) 확충과 민간 상담관의 연계가 필요하다.
마지막으로, 일선에서의 복무부적응 판정 처리절차를 간소화 하여 지휘관의 지휘부담 및 행정소요를 감소시키고, 군정신과 진료체계의 개선 및 민간병원과의 협진체제 구축으로
복무부적응 병사들에게 양질의 의료서비스를 지원토록 하여야 한다.

영어초록

This study is aimed at understanding the actual state and problems of a physical
examination system for conscription by Military Manpower Administration and
identification of non-qualified persons before joining the army and identification of
entering battalion before the training from a training camp, identification of recruit
training center and identifying process of maladjustment of soldiers that is
implemented after they are assigned to their own military bases and at suggesting
the improvement measure for this through review of literature and cases study.
The identifying process and improvement measures for support for maladjusted
soldiers that were concretely suggested are as follows.
First, Clause 17 of the military service law needs to be revised at the phase of a
physical examination for conscription by Military Manpower Administration so that
the personnel to implement a physical examination for conscription can be
increased and the period of examination can be extended to pursue intensification
of the ability of identifying non-qualified persons and substance of the examination
and the subject to submit a student record during high school needs to be
extended to all soldiers.
Second, the period of entering supplementary battalion and a recruit training
camp of a division must be extend from 4 days to 5 days for recruits so that the
possibility of identifying non-qualified persons can be increased. Besides, those who
have a weak constitution and are mental patients and are not qualified for the criteria to complete the training must be strictly managed and be converted into
public service workers to prevent an accident in accordance with the criteria, and
the maladjustment can be prevented by selecting well-qualified persons considering
their majors when granting a specialty for each branch of the military service of
those who completed the course.
Third, the advancement of communication ability of commanders of each rank,
the middle commanding officers and chief sergeant major must be improved. In
addition, it is necessary to expand professional consultants (a military social
worker) and to have connection with civil consultants.
Finally, by simplifying the processing procedure of judgment for maladjustment
of service in the front lines, the burden of command of commanders and the
required administrative affairs can be reduced, and good-quality medical service
must be provided to maladjusted soldiers by improving the medical treatment
system of military department of psychiatry and establishing joint treatment system
with civil hospitals.
