한국어 초록

미국은 세계에서 가장 포괄적이고 다양한 제대군인 지원제도를 갖추고 있는 나라로, 독립전쟁과 남북전쟁 직후 참전제대군인 및 그 유족을 지원함으로써 보훈제도의 기틀을 마련한 국가이며, 참전제대군인에 대한 국가적 지원 실시로 현역들의 사기진작과 범국민적 연대의식 제고에 기여한 국가로서 보훈제도의 선진국 중의 하나라고 할 수 있다. 즉 미국보훈제도는 자유를 지키기 위해 헌신, 봉사한 제대군인의 존엄성을 영원한 상징이 되게 하고 가장 명예로운 대상으로 국민이 존경 및 예우, 보상금, 의료보호 등 최상의 지원과 체계적인 고객서비스 제공을 이념과 목표로 하고 “전쟁터에서 산화한 이와 그의 아내 및 자녀를 돌보기 위하여(“...to care for him who shall have borne the battle and for his widow, and his orphan...”)” 란 Motto를 갖고(김신외, 2002: 68-69), 1989년 제대군인처가 제대군인부(The Department of Veterans Affairs)로 승격되면서 현재의 조직과 인력을 갖추었다.
보훈정책의 중요한 영역 중의 하나는 국가유공자들의 조국과 민족을 위한 희생일 기리고 이를 통해 국민들의 나라사랑정신을 고취시켜 나가는 것이라 할 수 있다. 이에따라 국가보훈처에서는 보훈가족의 영예로운 삶을 보장하고 민족정기를 선양하여 보훈문화를 확산시키고, 국민의 애국심을 함양하기 위한 다양한 시책을 수행하고 있다. 이와 같이 보훈정책은 국가와 민족 공동체의 존속과 발전을 위하여 국민개개인의 희생과 충성을 획득하고자 하는 것이다. 보훈업무는 국가유공자 및 유족의 존경과 예우를 받고 삶의 질을 보장하고, 보훈문화를 확산하는 주요한 기능이 있다. 보훈제도는 국가 유공자 및 유족들의 삶의 질을 고양시키는 사업 외에, 독립유공자의 애국정신의 계승, 발전과 공훈선양을 통하여 국민의 애국심을 함양하고 독립유공자 공훈선양 사업의 내실 있는 추진으로 국력결집에 기여하는 보훈문화의 확산에 관한 사업도 중요한 영역이다. 미국의 경우는 국가를 위해 헌신한 전역군인의 경우 국가보훈적 차원에서 일반사회 보장제도보다 한 자원 높은 수준의 예우를 실시하고 있다.

영어 초록

The United States has the world' s most comprehensive support system for war veterans. After the Revolutionary War and the Civil War, veterans and their families, by supporting the institutional framework of Veterans Affairs, established a national and state support for veterans. The Veterans Affairs is responsible in uplifting the morale and solidarity as a nation and has contributed in raising awareness of the disability system.
The US Veterans Affairs system is dedicated to defending freedom, the dignity of veterans who served with the highest honors, and to becoming a continuing symbol of respect, and aims to provide just compensation, health care, and the best support system for veterans in the country.
“In war, and faced with his wife and children to take care of” (Kim, Shin et ai, 2002: 68-69, 1989), Veterans Affairs promoted to The Department of Veterans Affairs and it were equipped the current organization and personnel.
One of the important aspects of Veterans Affairs system is that the sacrifices that patriots had made for their country has inspired the citizens to honor and love their country.
Accordingly, the ministry of Patriots and Veterans Affairs has done various measures to ensure an honorable life for ordinary people to spread the culture of veterans and for the people to cultivate the spirit of patriotism.
Thus there is need for the existence and development of the value of sacrifice and loyalty of national and ethnic communities and individual citizens. Ensuring the quality of life, employment, and cultural diffusion of veterans and their survivors are some of the main objectives.
In addition to enhancing the quality of life and fostering the spirit of patriotism, the Patriots and Veterans Affairs system also considers the development of the spirit of independence and the meritorious projects In Shenyang to mobilize national resources to promote substantial contribution to the disabled very important aspects.
In the US, there is higher regard for veterans who served the country in terms of the general social security Veterans Affairs system.
